Some people know how to command attention. They create a certain presence when they enter a room. When they speak, people listen – and they act.
These people may be leaders, speakers, good teachers, or good lecturers. They may even be police officers.
Those who command attention are not the same as those who demand tsumi. Granted, in both cases they ask for attention. However, a person who commands attention for a positive reason is not the same as one who asks for tsumi.
This does not mean that it is important to have leaders all the time. The world does need followers.
