    DIPLOMATIC AND CONSULAR MISSIONS
    - DEFINITIONS AND GENERALITIES -


    1. Diplomatic Missions of the Hutt River Province Principality.

    1.1. Members of the Hutt River Diplomatic Missions are divided in four classes, namely :

    that of Ambassadors or High Representatives (1)
    that of Chargés d'Affaires or Representatives (1) (2)
    that of Counsellors
    that of Attachés or Officers

    A Diplomatic Mission under the permanent authority of an Ambassador or a High Representative is an Embassy or a High Representation. Ambassadors or High Representatives are only appointed to independant States (Special Ambassadors and Special Envoys may be appointed for a specific mission not necessarily linked to a defined territory).

    A Diplomatic Mission under the permanent authority of a Chargé d'Affaires or a Representative is a Representation (2). Chargés d'Affaires or Representatives are appointed to independant or federated or confederated States.

    Counsellors and Attachés are appointed to Embassies, High Representations or Representations. They are members of the staff of the Missions.

    1.2. Subject to local laws and regulations, the Mission and its head has the right to use the flag and emblem of the Hutt River Province Principality on the premises of the Mission, including the residence of the head of the mission.

    Members of the Missions enjoy the privileges and immunities specified in Articles 29 to 36 of the Vienna Convention on Diplomatic Relations only if the establishment of diplomatic relations between the Hutt River Province Principality and the receiving State has taken place by mutual consent.

    1.3. The functions of a diplomatic mission consist inter alia in:

    (a) representing the Hutt River Province Principality in the receiving State;
    (b) protecting in the receiving State the interests of the Hutt River Province Principality and of its nationals, within the limits permitted by international law;
    (c) negotiating - under the authority of the Cabinet of the Hutt River Province Principality - with the Government of the receiving State;
    (d) ascertaining by all lawful means conditions and developments in the receiving State, and reporting thereon to the Cabinet of the Hutt River Province Principality;
    (e) promoting friendly relations between the Hutt River Province Principality and the receiving State, and developing their economic, cultural and scientific relations.

    2. Consular Missions of the Hutt River Province Principality.

    2.1. Members of the Hutt River Consular Missions are divided in four classes, namely :

    that of Consuls General or General Representatives (1)
    that of Consuls or Consular Representatives (1)
    that of Vice Consuls or Vice Consular Representatives (1)
    that of Consular Agents

    A Consular Mission under the permanent Authority of a Consul General or a General Representative is a Consulate General or a General Representation.
    A Consular Mission under the permanent Authority of a Consul or a Consular Representative is a Consulate or a Consular Representation.
    A Consular Mission under the permanent Authority of a Vice Consul or a Vice Consular Representative is a Vice Consulate or a Vice Consular Representation.
    A Consular Mission under the permanent Authority of a Consular Agent is a Consular Agency. Such case should remain exceptional.

    Members of Consular Missions can be appointed to States, regions, cities, etc. In the same country of residence the Consular Mission is subordinated to the Diplomatic Mission.

    2.2. Subject to local laws and regulations, all Consular Missions have the right to use the flag and emblem of the Hutt River Province Principality on the premises of the Mission, including the residence of the head of the mission.

    Members of the Missions enjoy the privileges and immunities specified in the Vienna Convention on Consular Relations only if the establishment of consular relations between the Hutt River Province Principality and the receiving State has taken place by mutual consent.

    3. Special Situations.

    In some countries (Australia, USA, etc) the Hutt River Province Principality maintains Agents, Agents General and some Representations are called Bureau (ex. "Office of the Hutt River Bureau"). Such denominations should remain exceptional. Moreover, some Chargés d'Affaires have been appointed to cities. This practice shall not be pursued in the future.

    (1) Denomination to be adopted as an alternative when the use of the regular title by members of diplomatic or consular Missions not officially recognized by the receiving State is not accepted by the said State.

    (2) "Representative" and "Representation" are also the generic names given to our diplomatic and consular staff and Missions .
