It seems that as children attain a higher level of instruction, teachers try to train them to think independently in their subject. Teachers of older classes sometimes train their students how to succeed by themselves, whereas younger children are entirely dependent on the classroom teaching.
As a result, older students receive more interesting classes, from teachers who make the subject come alive. Perhaps this is because teachers with greater academic credentials are sent to the higher grades. Teachers in younger classes are often not as skilled or qualified. Their lower salary reflects the lowered expectations of these teachers.
However, it may be wise to rethink this policy.
Young children do require and deserve the best teachers. The basis for education and for knowledge of any subject area is established while a child is young. If there must be a tradeoff, then older children can manage with less qualified teachers, who will simply help them carry out tasks and assignments. These older children then and manage on their own.
The better and more experienced teachers go to the colleges and universities, where it is too late to influence a child's love for the subject. Similarly, the lower-paid, less educated or experienced teachers should not go to the lower grades, where the children need attention and encouragement to love the subject areas.
The focus of education is wrong.
