From an administrative point of view many of the courses that are taught, at least on the college level, are developed because of the availability of certain talent. Thus, if a teacher in the school joins the staff then new courses will be added to the curriculum either required or elective, but that is why they will be taught. They will be taught because this teacher has joined the staff and whether the teacher joins the staff is based on the desires and requirements or vision of the administrative staff that hires the people. Sometimes they will hire better people sometimes tehy won't and sometimes they will hire people who make sense and sometimes they won't, but in no case will it necessarily fit in with the general gestalt of the entire department.

And that is in the better situations. In worse situations teachers are assigned to teach things because the school feels an obligation to them, possibly because they have tenure or because they get along well with the administrative staff. Somebody else may be fired, another teacher might be fired after teaching the course well, and a less competent or incompetent teacher may replace that person because of administrative need, cutbacks, or other factors.
