Dynamic bodies - whether they are people or organizations - require a vision in order to focus on their essential goals, a statement of where they are going or want to go. It helps them determine, work towards, and then accomplish their goals. Without a vision their plans will blow around like an autumn leaf, without accomplishing anything that they want. Their library will probably serve other people's needs - and those people probably do have clear goals.
This series of websites uses the concept of plans for life to describe personal goals.
Jewish tradition recommends that people think about their goals before acting, סוף מעשה במחשבה תחילהת.
