Sometimes people develop an unworthy vision statement in which they try to make a library that will make everybody happy. That's what we mean by seeing double.
However, double vision is no vision at all. A person with double vision can't see straight, everything seems fuzzy, and it's not clear where they're going or what they're doing.
A library with double vision faces the same problem. If the vision statement is not clear, then the rest of the library won't be clear.
