Blame
Administrator

It is a very common thing for administrators, those who are in power, those who are in charge, to affix blame to individuals for things that go wrong. Indeed, there is nothing more common than blaming the Prime Minister or police or the governemtn or even Hashem for things that go wrong. The administrators themselves or the politicians never do any wrong. Instead they find scapegoats, they find people to place their blame on and this is part of the game. In a principal-teacher relationship the principal is never to blame and he always blames the teachers and he says that he cannot get good teachers. It's not that the principal shows poor leadership, of course. It's the fact that the teachers are problematic. In Israel the Prime Minister always assigns blame, possibly firing a minister who does not meet his pleasure, in order to be able to achieve what he wants to achieve. This is one way of leading people, leading things. However, the nation as a whole should be able to see through this and realize that the Prime Minister is wrong in assigning blame.

Unfortunately, they don't see through it and they don't realize the lack in the Prime Minister. This is unfortunate.
