Setting short-term goals for the meeting; setting long-term goals for the organization
When running the meeting the people should have a sense of purpose. They should all know before the meeting what's going to happen. During the meeting they should have a way of knowing at all times what the meeting is up to, what has been done, and what is left to be done, and after the meeting everybody should know what their tasks are to be accomplished. The way to do this is to give the people an explanation of the goals of the meeting, the reason for holding it. They should have these explanations in writing. The goals of the meeting should be in writing. The reasons should be oral so that the leader has more control or flexibility. Minutes afterwards can be contested. A document by a leader is definitive.
Everybody should understand exactly what is the mandate of the group, what they can change and what they cannot change.
