Silence There is a difference between silence and mere quiet. There could be a great deal of noise, not necessarily white noise but a lot going on and yet for psychological purposes there is silence. The silence means that there is no communication from one side to the other in the negotiations but this does not mean that the decibal level in the room has reached zero. To the contrary, it could be very noisy indeed. Silence means that one person has just paused and is waiting for the other party to speak up and to discuss issues. This silence does not mean that the partner in the negotiations is busy doing other things. It means that the partner is sitting and waiting patiently for action.
