These seagulls are around my place constantly and are so tame the things will not even get out of the way of a car when they are walking along the back road. This shot, and the other were taken off my balcony. I attracted them simply by placing my arm out where they could see it. People insist on feeding them and they think an arm stuck out means food. It was obviously another overcast day. Seems it always is when I have my camera ready.
