PUDDraft has got to be the most feature-packed, useful tool for editing PUDS yet. With it you can do some amazing things like actually being able to select, copy and paste different sections of terrain and also flip or rotate different sections of the PUD (or the whole thing if you want). You can also do things like make bridges that both land units and sea units can cross, make caves that flying units can't enter, and select among nearly a hundred AI types.
You can also download other programs to act as "plug-ins" to PUDDraft. With these other programs you can do the things that PUDDraft doesn't, like give different projectile weapons to different units (Grunts with Gryphon hammers! Axethrowers with submarine missiles!) or make critters into sappers. The best of these plug-ins (the one that I use) is:

WarDraft v1.4a by Alexander Cech
WarDraft is a Win95 based utility written for extracting and editing the data archives used in Warcraft II (like maindat.war). These archives include the builtin levels, pictures, sounds, texts and much more. This is not a level editor, but with it you can edit all the levels that came with Warcraft including the built-in scenarios, the campaigns, and even the demos! Kind of a fun thing to play with. Allows you to edit the names of units in War2. Only works on your copy of War2, so you can't change the names in a specific pud . . . it's pretty cool to click on a peon and see "Moron" instead . . . includes C source code. (11k)

WarHack is an exe editor
that allows you to do some really cool stuff. Allow NPC's to be built,
change the commands that different units have (I made Grunts that can cast
invisibility). You can even use it to create some completely new units.
If you've ever wanted to be able to edit the built-in PUDS that came with War2 like Garden of War or Plains of Snow, check out Bill Wright's Page. He's got a zipfile containing all the WarCraft II built-in scenarios. He also has some useful PUD utils like PudBrowser.
My puds
These are some puds that
I made myself. Crossroad is actually the only one that I really made
from scratch. Mirror of War is just Garden of War flipped around,
and Plains of Waste is a flipped Plains of Snow. They're pretty fun
to play on, especially to veterans of the originals. Nowhere to Run
2 is based on Nowhere to Run, Nowhere to Hide, but it has been modified
for 8 players. It is the most fun when 8 players play it...
