During a battle with Hitler in Berlin, Toro was shot near the heart by a Nazi soldier. As he lay in the hospital, Bucky went to California to seek the Japanese-American Dr. Sabuki--the only man who could perform the operation to save Toro. Unfortunately, Bucky discovered that Dr. Sabuki and his daughter Gwenny-Lou had been taken to an American relocation center. In these centers, Japanese-Americans were held until their background and loyalties could be checked.
Shortly after arriving at the center and finding Dr. Sabuki, a large iron mole machine piloted by Agent Axis tore through the ground. Axis kidnapped Sabuki, his daughter, and Bucky, because he wanted Dr. Sabuki to perform an operation to cure him of his multiple personalities. First, however, Sabuki insisted on saving Toro. To this end, Axis took his mole machine to the hospital where Toro was staying and burrowed into his room. As Axis' three henchman took Toro, they were confronted by flower delivery-boy Davy Mitchell. Mitchell was a young black man who was bringing an order of flowers to an elderly woman at the hospital when he overheard that Toro was in one of the hospital rooms. An admirerer if Toro's, Davy went to see him. That's when Agent Axis arrived. Although he had no powers, Davy tried to stop Axis' henchmen. However, they overcame hom and took him with them as a hostage.
Dr. Sabuki then performed his operation on Toro, saving his life. Agent Axis then demanded Dr. Sabuki operate on him, and he had a fiendish way of making sure Sabuki didn't try to double-cross him. Axis had Gwenny-Lou and Davy Mitchell hooked up to the machine, so that if Sabuki made a mistake it would be repeated on his daughter and Davy; if anything deliberately went wrong, an electrical current would be sent through them. During the operation, Toro awoke to see one of Axis' henchmen roughing Bucky up. Acting on instinct, Toro shot a burst of flame at the thug, who then became panicked and opened fire. Stray bullets hit Axis' machine, and as he escaped the electrical current surged into Davy and Gwenny-Lou. However, they were not killed--Gwenny-Lou was now able to fire bursts of blinding, golden light from her hands. Davy found that he was now able to spin around at superhuman speeds. As the four adolescent heroes defeated Axis' henchmen, the other Invaders--Captain America, Human Torch, and Sub-Mariner--arrived. During the melee, Agent Axis escaped with Dr. Sabuki. Captain America and the Sub-Mariner were able to save Sabuki, and they sent the four young heroes back to the relocation center with Dr. Sabuki.
Shortly after arriving, the center was again attacked by Agent Axis. Assuming he had escaped from the other Invaders, the four heroes battled him and defeated him. Leaving Dr. Sabuki behind, they went back to the other Invaders. There they discovered that it was actually the Sub-Mariner disguised as Agent Axis who had attacked them. He revealed that they had beaten him fairly. Proud of themselves, they decided to remain together as a group fighting in the United States. Gwenny-Lou and Davy used extra costumes Namor had on his ship to become Golden Girl and the Human Top!
Dubbing themselves the Kid Commandos, they remained together for the later years of the war. They battled U-Man and Lady Lotus, and made public appearances to raise funds and keep up morale. Shortly before the end of the war the Kid Commandos disbanded, and Bucky rejoined Captain America until his death. Golden Girl served as the partner of the third, post-war Captain America, although it is unknown exactly what became of Golden Girl and the Human Top after the 1940s.
INSIDE STORY: The Kid Commandos were a variation on the actual post-war 'Young Allies' series. Although some critics disliked the Kid Commandos, Davy Mitchell was certainly a league above the ridiculous racial stereotype of the Young Allies Whitewash Jones.
