The Kislev Chapter itself an irony in Rebuilding since it will be focusing on the past.  I know that Rico is not one of the most popular characters in Xenogears, and I have always felt his story somewhat lacking.  This portion of Rebuilding will concentrate on Rico's parents, and the part below introduces their story. Prologue of the Kislev Chapter

Nortune, capital of Kislev, shoned brightly in the morning sunlight. No longer was it the dingy, dusty city of steel and steam as it was known years ago. The many refugees from Snowfield Hideout originally from Sky City Shevat made sure of that.

Being fastidious cleaners, they literally scrubbed away the soot and rust from Kislev, insisting on it. Unlike Kislev natives, they believe that rundown doesn't necessarily also mean dirty. many members of the Council, former of the ruling class in Shevat, made certain that laws were passed to ensure this.

Other people were not about to complain about that.

Master Rico Banderas, council member and in charge of Kislev Urban Development, stalked through the halls of Nortune Fortress, also the Yddrasil IV Super Dimensional Gear in its shipform. He couldn't help it if other people avoided him or for that matter run away from him. But he didn't like it when others put him down because of his heritage. He stopped in the middle of the suddenly empty normally busy corridor, seething. It was indeed fortunate that no one else was there.

With a snarl, he smashed his fist into the wall. As the metal shooked, he leaned his forhead against it and closed his eyes wearily. Damn them! He was mad, angry at those stupid idiots in the Council. Not with all of them, but with a lot of them.

They dragged me from my real work to hand me a petition which they have been making behind my back! The petition was for an actual government hall to be built, and since he was in charge of urban development.

What's wrong with those bastards?! We don't need that! The Yggdrasil IV was not only a gear, but a mobile fortress as well.

Rico had argued that resources were better off spent elsewhere. It was true that the Yggdrasil IV may be utilized elsewhere, like in combat and defensive situations, but it was simply too big. Had it been deployed during that aurprise attack on Bledavik, the whole city would have been destroyed as well. Need for such a large amount of fire power only arises with an presence of a similarly or a more powerfully equipped foe.

The Yggdrasil IV was too big and slow to be used in ship, gear and hand-to hand combat. Thus, its present and past use as Nortune's Government Center.

He was tired, so tired with having to deal with those people. Power-hungry bigots like Casn and others hindered his every action and plotted to bring the mutant councilor down.

Rico could handle attacks against his position, but drew a line when resources were misused simply to satisfy selfish ambitions and to derail their opponent's work.

Father, how did you managed? How did you conquer bigotry to become the leader of this nation? As uncertain as he had been before, no more was he in the dark as to the identity of his sire, Kaiser Sigmund. Hammer's words, genetic records salvaged from the now destroyed Ethos headquarters, and later, Citan's data retrieval in Solaris confirmed that.

His indifference in the fight against Solaris turned to hate when he found out the lengths they went to to obtain their precious Animus. Sigmund had been found to possess enough of the necessary genetic material to create Animus.

The greatest obstacle Solaris and Ethos faced was the Kaiser's refusal to have children. Despite that he was a demi-human, Sigmund believed strenuously that his mutant kind should have never existed in the first place. He worked most of his life to serve that cause. However, the war with Aveh and his own heritage worked against him.

Ethos, firmly entrenched in Nortune, took advantage of the opportunity the Ignas War provided. Believing Aveh Kislev's enemy, Sigmund had lowered his guard against internal treachery.

How Hammer found out, Rico could never know. When Rico had finally returned to Nortune after Deus' defeat, a former bodyguard handed him a data unit. Hammer had paid him plenty to deliver it to him, the man said. Only Rico's genetic fingerprint could activitate it.

How are you? How's Bro and the others too?
Sorry about what happened to Ms. Elly's mom, but I had to do it.
I've got nothing against her, Bro, you, and the others.
I just had to do it, but I still failed anyway.
Master Krelian wasn't too please with me, but he said he was still going to make me strong.

It is the by far the shortest of all the parts for Rebuilding.  The storyline is still vague, and though several chapters are already written, I will only post them after I finish the Aveh-Nisan Chapter.  What do you think?  Is the idea interesting enough to write a whole chapter for? ^^
