Sailor Demios(blue)and Sailor Phobios(red) were seen in the animation as the pet crows of Hino Rei, Sailor Mars. They guarded her in this form, and, you may notice, that Demios and Phobos happen to be the names of the two moons that orbit planet Mars. Originally her grandfather had named the crows Shinjuku(Black Pearl) and Rippongi(?), but when little Rei can she renamed the crows Demois and Phobos, because it "sounded right", and that was way before she discovered she was Sailor Mars!
In the manga, they did appear as crows, but they also appeared in their Sailor forms when Sailor Mars was in trouble. The first time they did this was when the Dead Moon Circus had captured her. Tigereye was toying with Mars in a House of Mirrors, making her lose confidence in herself. Outside the fun house, the cats noticed that Rei's crows where frantically flapping and cawing, and in a sudden dive, crashed through the glass of the fun house. Mars awoke to see two little girls, each holding a crow feather, smiling down at her. They raised her spirits and raised her level of power to Super Sailor Mars. Mars destroyed Tigereye, but afterwards wondered who the two mysterious girls were. They had disappeared.
The second time these two appeared was at the arrival of Sailor Lead Crow. They were people from the Planet Coronis, an so could sense eachother. Also note, they all carry a crow's feather, Crow carrying hers in her tiara, so they can all change into actual crows if they wished. Demios and Phobos felt the starseed of Sailor Coronis in Lead Crow, and indeed Lead Crow tried to pass herself off as being Sailor Coronis in an attempt to employ the two into the Shadow Galatica,the gang of Sailor Galaxia. They didn't fall for it, however, and called her a mockery of the good and true Sailor Coronis. Furious, Sailor Lead crow attacked them with her Galatica Tornado, killed them, and took their star seeds, but Sailor Moon arrived and destroyed Crow. Just as Mars and Venus came to congradulate Moon on her victory, Galaxia appeared, ripped the starseeds out of Mars and Venus, and disappeared.
