The home should be fed with 4-pair POTS - and a termination frame to patch connections or push different lines to different rooms. This would also allow disconnection as needed. Every room that a TV might go to should have at least 1 coax termination and some kind of termination frame for jumping connections. Additional coax outside, garage, and inside for a security DVR system
