EDITORIAL: Week sees progress made on two crucial issues

OUR VIEW: The Greenway came a step closer to reality and the Sioux name
issue a step closer to being resolved.
  Highlights from the headlines and news stories that caught our eyes this
week:

He didn't panic. He didn't ignore the problem. He didn't overreact.
Instead, UND President Charles Kupchella found an acceptable middle ground,
by announcing he'll appoint a commission to study the pros and cons of the
UND nickname. True, the decision just postpones the inevitable; sooner or
later, Kupchella will have to choose, and say once and for all whether UND
teams will be called "Fighting Sioux."
  But the commission could make that decision easier, or at least more
defensible. The key is for members to keep focused on facts.
  As the president himself noted, facts about the name change are in short
supply. Everyone suspects, but no one knows how the majority of alumni,
Native Americans and other interest groups feel. Careful surveys sponsored
by the commission must help figure that out. The formal opposition to the
name by the 10 Sioux tribal governments listed in an ad in Wednesday's
paper, is very strong evidence and must be considered, too.
  The key to the commission's success will be the new information it
compiles. Kupchella must have all the facts at his disposal to make a good
decision. If surveys are conducted, should the results determine his choice?
No; Kupchella's being paid to use judgment, not merely to rubber-stamp
majority views. But his judgment must be well-informed, with full knowledge
of the risks and consequences involved. And that's why the commission's work
is so important.
