Feb. 7 - WASHINGTON - American Indian programs will be increased
by $1 billion in the budget President Clinton will send to Congress
today. The only American Indian in Congress, Sen. Ben Nighthorse
Campbell, R-Colo., said in an interview last week he welcomes the
move, but added he is worried the president's proposal will run into
congressionally mandated budget caps.
"I think we need to put more money in Native American programs,"
Campbell said. "But rather than in social programs, which just seem
to throw more money at the prob lem, I would rather have him (Clinton)
focus on the kind of programs that are going to be self-help."
Campbell said he would favor increased economic development
programs, "how to get industry on a reservation, those kind of
programs." These would be extremely helpful in fighting unemployment
on reservations such as South Dakota's Pine Ridge Reservation, where
unemployment runs as high as 70 percent of the adult population, he
said. Campbell, chairman of the Senate Indian Affairs Committee, and
member of the appropriations committee, said the White House had
not discussed its spending ideas with him.
