REFLECTIONS FROM THE RED CLOUD BUILDING
There is now a flag for the Grass Roots Oyate in the meeting room. It
was
placed there a little over a week ago and holds a place of honor on
the wall
at the back of the room.
It's colors are stripes of black, red, yellow,
white and green; with the
Circle of red to the left side in the center. The Circle is made up
of 7
stars for the Seven Council Fires along the inside edge of the Circle
and in
the center of that is a boundary map of the original boundary lines
of the
Reservation.
North bank of the North Platte River, Nebraska.....East
bank of the
Missouri River to the present day Williston....... comes back down
to Eastern
part of Montana then comes back into Wyoming......and swings down into
Nebraska.

Dean Sicon.....well known international attorney, is going to help the
Grass
Roots Oyate...and Pine Ridge.....already is working on South American
issues.
1921----it was formulated what kind of government was wanted for the
Oglala
Sioux Tribe. James Red Cloud was the first government president and
the 1921 Constitution was legitimate and ratified.
The U.S. Government created the 1934 Indian Reorganization Act......because
it needed land. It was implemented in 1935......to get the new deal
passed.....there were illegal signatures put on it with over 100
votes....non-Indians. The people who signed, were not from the Reservation.
The Indian Reorganization Act fooled the people. Kevin Gover has stated
that
it was formulated and made not to work!!
In Tribal Government, the General Fund is the tribes money......not the Council. Salarys came from the General Fund and the funds come from Land Leases. Those people who live on the leased land on the Reservation are counted as enrolled. members.
The declaration today is that we do not recognize the Indian Reorganization
act. An attorney will help draft documents.
It was reported earlier that an individual had entered the Red Cloud
Building
without permission through the basement. He was escorted out by the
Tribal
Police after the Tokala apprehended him. He was attempting to access
the
computers. The man in question was John Donham, Tribal Council CPA
(
Chartered Public Accountant)
The Indirect Cost Funds for the year have now come out from the audit.
This
is public knowledge now and has been discussed on KILI Radio.
