Proposal seeking referendum on Indian gambling stalled
------------------------------

(Lincoln-AP) -- A constitutional amendment that would allow
voters to decide whether the Santee Sioux can continue to
operate a casino on its reservation in northeast Nebraska
appears hopelessly stalled in the Legislature's General
Affairs Committee.

The committee lacked a quorum today (Wednesday) to vote on
the measure (LR289CA) that could legalize gambling on
American Indian lands. But an informal poll of remaining
members showed a deadlock on the matter.

The proposal, introduced by Lincoln Senator DiAnna Schimek,
comes during a bitter gambling dispute between the Santee
and the state.

Committee members deadlocked on January 31st in a
four-to-four vote of a motion to advance the propoal to the
full Legislature.

Schimek is expected to file a motion Friday seeking to pull
the measure from committee and move it to the full
Legislature. That motion would need 25 votes to pass.

If it were to pass, at least 30 senators would have to
approve the amendment before it would appear on the general
election ballot in November.
