Mr. Ghulam Mujtaba is a registered licensed professional civil engineer in the state of Florida and is currently working with Florida Department of Transportation as a Professional Engineer. He received his B.S. degree in civil engineering from Kabul University in 1969 and M.S. degree in civil engineering from University of Cincinnati in 1972. He is Certified Public Manger and has received the Public Manager Certificate from the Florida Center for Public Management at Florida State University in June 2002.

 

Mr. Mujtaba is former professor of Civil Engineering Department of Kabul University. He taught civil engineering courses and performed applied research work for more than 10 years at Kabul University. During his work in Afghanistan, he also held positions as Director of Center for Engineering Consulting Services and Applied Research (CECSAR), Head of Pre-Engineering Committee, and Secretary and Acting Head of Civil Engineering Department of Kabul University. During his work with Kabul University, he completed a few materials and geotechnical related consulting and applied research projects. He served as, Soils and Materials Engineer with SAUTI (Italian Company),  Geotechnical Engineer and Head of Design Office with Water and Power Engineering Company of Afghanistan (WAPECA). 

 

In the United States, he started his work in Fort Myers, Florida in 1982, as District Groundwater Engineer with Department of Environmental Regulations and then as a Civil Engineer with Wingerter Laboratories, engineering and testing company.  During his work with the Department of Environmental Regulations he was in charge of the ground water permitting of the Southwest Florida District. During his work with Wingerter Laboratories, he performed the geotechnical related subsurface investigations and foundation design of structures, and structural inspections of multi-story buildings and other construction projects. He also served as an Acting Vice President of the company during the absence of the Vice President.  In 1988 he started his work with Florida Department of Transportation. During the last 21 years of his career service with Florida Department of Transportation (FDOT), he has worked, as District 2 Concrete Engineer, Construction Project Manager and Construction Project Engineer of roadway and bridge construction projects, Concrete Materials Engineer, and currently as the State Prestressed Concrete Engineer. He has performed or managed a few FDOT research projects. He oversees the inspections and quality control/quality assurance activities of the products and materials that are produced for FDOT projects, including fabrication of steel and miscellaneous metal products, precast/prestressed concrete products, pipe and precast drainage structures, incidental precast concrete products, timber, concrete, and cementitious materials. He is in charge of the preparation and development of the specifications for the aforementioned materials and products. He is the author of a few FDOT specifications and procedures, including the specifications for Precast/prestressed concrete, flowing concrete, and self-consolidating concrete, and procedures for selection of the precast/prestrssed concrete certification agencies.  A few of his technical papers have been published in Concrete International magazine of American Concrete Institute (ACI) and proceedings of the PCI/FHWA/FIB International symposiums.

 

Mr. Mujtaba has served as ACI Certified Trainer and Examiner for ACI Concrete Field testing technician, grade I certification program, ACI level II and Transportation Inspector Courses.  He has also taught FDOT and Precast/Prestressed Concrete Institute (PCI) prestressed concrete quality control and quality assurance personnel training courses. He is PCI certified examiner for PCI Levels I and II inspector courses.

 

He is currently a member of the American Society for Testing and Materials (ASTM) and serves as members of C-1, C-9 and C-13 Committees.  He is a member of PCI and serves on two Committees, Materials Technology and Precast/prestressed Concrete Pavement committees. He is also member of the American Institute of Steel Construction (AISC), National Steel Bridge Alliance (NSABA), and American Welding Society (AWS). 

 

During his work with FDOT he has received a few awards, including the award for contribution to the technological advancement of transportation facilities, quality recognition, role model award for achieving a significant degree of excellence through his individual accomplishments and contributions, productivity award, project of special significance award for the outstanding FDOT project of special significance, and award for achievement of excellence in the field of highway engineering.
