Mr. Amanullah Mommandi is a
registered licensed professional civil engineer in the State of Colorado. He is currently working as the
State Senior
Hydraulic Engineer (Hydraulic Program Manager) with Colorado State Department of Transportation.
Mr. Amanullah Mommandi
graduated from Kabul
University with B.S. in Civil
Engineering in mid seventies. He received
Diploma from International School of Water Resource, Colorado State University and M.S. in Civil Engineering with
emphasis in Water Resource and
Hydraulics from Colorado
State University
in mid seventies.
Since joining Colorado Department of Transportation (CDOT),
he has prepared numerous teaching
materials in the areas of Hydrology,
Hydraulics and Water Quality. He is currently teaching Hydrology and Hydraulic Design
classes at CDOT Transportation Engineering Program. He
has also taught drainage classes
at CDOT Maintenance Training Academy,
Colorado Urban Watersheds Research Institute and
Local Transportation Agency Programs.
Mr. Mommandi participated in
the preperation of training material
for CDOT Transportation Engineering Training Program (TETP). TETP developed 23 different training models
related to transportation. Mr. Mommandi provided all models to The Society of Afghan Engineers that can be used as a good reference
for Afghanistan.
Mr. Mommandi is teaching the Hydrology and Hydraulics Model.
Committee Participation:
As the
CDOT State Senior
Hydraulic Engineer (Hydraulic Program Manager), Mr. Mommandi regularly participates
in many CDOT Technical committees. He chairs
CDOT Culvert Committee which oversees
the approval of drainage related products to be used
on CDOT Projects.
Research Initiation
and Participation:
Mr. Mommandi has initiated
and participated in many research projects. Among them are: 1. Detour Drainage Structure Design
Procedures. 2. Development of New
Corrosion /Abrasion Guidelines for Selection of Pipe Materials. 3. Colorado
State, Stream Stats
Procedure for delineating drainage basin and calculations of peak flows. 4.
Interception Flow Rate Model Testing
for Storm Drain Type 13, Type 16 and Type R
Inlets. 5. Interception Flow Rate Model Testing for Storm Drain Type C and Type D
Inlets

Work
Experience:
Total work experience of over 35-years in Civil Engineering and
Management.
Work Experience
in Afghanistan:
After graduating from Kabul University
and finishing his military services, Mr. Mommandi started his career as water resource engineer at Water and Soil Survey Authority with
Ministry of Agriculture and
Irrigation.
As part of his duties, he collected water resource
data so that it could be used
for Afghanistan Water Management and Water Law. He participated
in the field inspection and
inventory of irrigation systems, which included the identification
of irrigation ditch intakes, location, size, water rights, water distribution
practices and land use.
As Senior Technical Staff and
later as General Director of Planning and Monitoring in the Ministry of Water and Powers, he traveled extensively through out the country visiting all water resource projects managed by Ministry of Water and Power,
and prepared progress reports. He also
was responsible to prepare scope of
work for new water resources projects and participated in consultant technical
evaluation.
Mr. Mommandi participated in
the water right distribution of Bulkh River
between the land owners of Balkh and Jozjan
Provinces. He also
participated in drought relief operation and water right dispute in Logar, Urzoghan, Herat
and Farah Provinces.
As the President Kunduz Khanabad Water Resource Authority, he was
in charge of the management of the Kuduz-Khanabad
Multi -Purpose Water Resource Project, Khanabad Hydropower Plant Project, Wersaj
Dam Feasibility Study in Takhar and Ali-Abad Pump Station, in Kunduz.
Wok experience in USA:
In mid seventies, he worked as water resource
engineer, with ECI Consultant Inc. Denver, Colorado, performed
hydrological analysis for water resource projects.
The majority of the work was related to water storage, dams and
irrigation systems for Philippines.
In mid eighties he worked
as hydraulic design engineer with Columbine Engineering
Management Group, Denver, Colorado, providing drainage designs
for land developers.
Since
1985 he has been working
with CDOT as hydraulic engineer providing hydraulic designs for over 200
projects.
Presently he is CDOT State Senior
Hydraulics Engineer. As part of his duties, he provides
statewide training, represents CDOT
at statewide and national
conferences and meeting. He sets
uniform hydraulic design practices for CDOT, holds and chairs annual CDOT hydraulic
engineer’s conference, participates in water quality program, NPDES program. He also manages statewide Plan
of Action (POA) for Scour Critical Bridges.
