""The two articles of the present book are contemporary reports by French journalists who provide us with many insights into the politics of both sides in our War of Independence, otherwise known as the Philippine-American War (although the Americans insist in calling it the Philippine Insurrection). The authors interviewed Consul Wildman and Admiral Dewey, and the fact emerges more clearly than ever that Aguinaldo was the victim of a grand deception from the start."

...Our authors are as admiring in their view of Aguinaldo and his people as they are repelled by the duplicity of their former allies. No attempt here will be made to summarize the text, which the reader could easily digest in one sitting. It only remains to be said that its story disappeared from the Filipino consciousness for two generations, thanks to the history books authored first by American teachers and then by Filipinos steeped in the colonial atmosphere of the education system."

Since then we have stopped writing history from the colonial viewpoint, but details such as those found in this slim volume are still relatively unknown, and so is the fact that Europe, and notably the French, viewed the Filipinos' war in the context of other struggles for independence. As Rouvier states at the beginning, the century was ending with "geographical wars" against foreign rule. Of these, the war in the Philippines seemed the most important.

There is no data available to us on the first article, which was provided through a photocopy. The second is documented, however, thanks to the bound copies of the Tour du Monde kindly loaned by Mr. Ambeth R. Ocampo, who also assisted the NHI in gathering material for the illustrations.

Henri Turot stayed in the Philippines through 1899. The first part of his article appeared in March 1900. For editorial reasons we here present both parts as a single article."
