  • We Condemn the language used in the SNEAI MP Circle web site which reads ’ This time SNEA will see to it that no unfair immunity is given to any individual by either of the associations’, we clarify immunity is given as per departmental rules & without pick & choose. We are not in habit to change the rules as per our convenience or to benefit “Beloved”. For us every individual is important, we always support the genuine cases irrespective of Association lines. We never try to take credit of any transfer or posting, because we believe if we succeed in getting the work done.It is due to our unity & the strength of our members. 13-7-09:CS B.S.Rajput & ACS Parwez Khan meet CGM on 10-7-2009 at 4pm to discuss the pending agenda given by our association. Circle President Sh.H.M.Bajpai could not attend the meeting due to official engagement. The first point of the agenda was DPC of PA/PS.We informed CGM that our members are very much concerned about the long pending of the issue. CS informed that he is getting reply of RTI from all the circles, but till date MP Circle even not replied the RTI query. GM Admin assured to complete the DPC within this month. The delay is due to JTO Exam.CGM gave instructions to GM admin to complete the DPC immediately.
  • Regarding request transfer cases of comrades who will complete 3yrs.on or before 30th Aug’09, CGM agreed to consider their cases. Both the association agreed that these cases should be considered & reliever may be posted either by considering longest stay or officiating promotion of left out cases of JTO to SDE.CGM asked GM admin to work out the proposal within a week & call a meeting with both the association.
  • Regarding our demand of declaring unpopular stations, CGM assured to consider the demand in next meeting.
  • Regarding DPC of JTO to SDE & SDE to DE, GM admin informed that work is in progress but 30nos.CR is still pending out of 75 for SDE to DE DPC.
  • Regarding consideration of request transfer of lady officers CGM assured to consider their cases without reliever.
  • Regarding Technical Scholarship & Book Award, GM admin explained the procedure which is as per Corporate Office guide lines. We request to write to Corporate Office to increase the fund allotted in this head.
  • Regarding vigilance clearance of Adhoc DE’s for regularization GM Admin informed that work is complete & vigilance clearance is being sent to head office.
  • Regarding ACP scheme of PA/PS, copy of order is given to GM Admin, he assured to study the case.
  • Regarding Disability Leave case of Sh.Bhalerao SDE Civil, CGM assured to look into the matter.

  • 23-5-2009: CS Sh.B.S.Rajput, ACS Parwez Khan & CS Sh.D.Majumdar, ACS Sh.Saxena of SNEAI meet CGM on 22/5 at 4.30 pm.CGM discussed the posting of regular SDE’s.As agreed earlier, same place posting was given to those officers who had less than 2yrs of service, had not completed 2yrs at the station & with serious medical problem.10 officers got same station posting on these grounds
  • Request transfer was linked with promotion list & cases of those officers who had completed 3yrs.as on or before 31st March 2009 were consideredCGM assured to consider the request transfer cases of those officers who will complete 3yrs.on or before 30th August 2009.Their reliever will be decided in consultation with both the associations.
  • CGM also assured to consider the request transfer of all the lady officers when they complete 2yrs.without substitute.
  • CGM had called the meeting of both the associations at 4pm on 23/5/09 to discuss the issue of those officers who’s All India transfer were cancelled.CGM was of the opinion That these officers are Senior to those who are officiating as DE, so they should be given the look after charge of DE till their DPC is complete, we are very pleased with the opinion of CGM & convey our sincere thanks to him.

  • 20-4-09 Circle Secretary B.S.Rajput & ACS Parwez Khan along with CS Dutta Majumdar & CWC Member P.K.Jha of SNEAI meet CGM today & discuss the DE officiating promotion list,CGM assured to release the list on 23rd/24th of April 2009.
  • All the officers in approved panel are likely to be promoted, list is of 15 Officers.
  • Request transfers of DEs who had completed 3 yrs.on or before June 2009 & those who have less then 2yrs in their retirement are likely to be considered.

  • Circle President ,Circle Secretary & ACS meet GM (F) on 30-3-09 & apprised him regarding disconnection of service land line telephone connections for bills pending before sept.07 for Internet usage of Jabalpur commrades,GM(F) was convinced with our clarification & instruct the concerned to immediately restore the service telephone connections & wave off the said bills after certification & approval of GMTD Jbl.

  • 22-2-09 : The 2 nd Circle Conference of MP Circle was successfully held at Shri. Radha hotel , Civic Centre, Jabalpur. The Conference was inaugurated by Circle President Com.H.M.Bajpai by Hoisting the association flag.Deligates from almost all the branches of the circle were present. Circle President shows his unhappiness for couple of branches whose representative was not present.
    • Branch Secretaries present their reports. After the reports of BS/DS, Circle 0ffice bearers present their reports. All India President Com.Satnarayana, All India GS Comd.Prahladh Rai & OS West Comd.Saste joins the venue. Delegates were delighted due to the presence of National leadership. After the lunch break CS report was presented by the Circle Secretary Comd.B.S.Rajput.Some members questioned the portion of the report in which CS has pointed about the formation of ?BEPA?.Mambers were of the opinion to take action against those who had launched the said web Site. After the satisfactory reply of CS, the CS report was passed with the voice vote. On the request of Sh.M.Y.Khan DS/Convener, the house was adjourn till the Open Session over. The big Conference hall of Shri. Radha hotel , Civic Centre, Jabalpur was jam packed. The dais was graced by the esteemed presence of Shri. Jainendra Kumar, CGM T&D Circle, Jabalpur (Chief Guest), Shri. M.K. Jain, General Manager (Development) MP Circle on behalf of CGMT MP Circle, Bhopal, Shri. G.P. Verma, GM (Finance), MP Circle, Shri. G.C. Manna, GM Telecom. District, Jabalpur, Shri. A.C. Mishra, GM (Area), Jabalpur were the guests of honour. GS, President , OS (West), CS, BRBRAITT, Jabalpur CS T&D Circle Jabalpur, CS SNEAI MP Circle Shri.Datta Majumdar, CS ITSA MP Circle Shri.P.K.Jain attended and addressed the Open Session of 2nd Circle Conference of MP Circle at Jabalpur.The representatives of SNEA, BSNLEU, NFTE, FNTO ,Senior Officers of MP Circle, WTR, BRBRAITT, T&D Circle & Telecom. Factory were also present. Com. B.S. Rajput in his welcome / keynote address discussed the Circle & All India level issues, mainly immediate absorption of ITS officers in BSN delay in which is affecting the viability of BSNL, immediate implementation of new IDA pay scales,149 plan and unlimited Broadband plan on RSTCS to Executives, immediate implementation of Time Bound up gradation of PA/PS in MP Circle as most of the Circle have implemented and PA/PS had already undergone E-1 to E-2 training and the issues related to viability of BSNL etc. Shri.Datta Majumdar CS SNEAI MP Circle in his very impressive address raised various important issues of National level & Circle level. He stress for immediate settlement of absorption issue of ITS. Shri. M.K. Jain, GM(D) in his address mentioned that 99% ITS officers are willing to take absorption in BSNL subject to settlement of their demands agreed in MOU. He mentioned that ITS officers do not have any other place to serve with dignity except BSNL He also mentioned that the Executives and Non - Executives should support their cause. Shri. Jainendra Kumar, CGM T&D Circle in his address stated that the quality of BSNL services is good, customers have faith in BSNL services but BSNL is not reaching to the Customers with new schemes/ plans. He added that BSNL Marketing & Sales Wings should be strengthened. Shri. G.P. Verma, GM (Finance) in his address mentioned that unwanted expenditures in BSNL should be avoided. Some SSAs are making less expenditure & earning more whereas some SSAs are spending more and earning less which needs review. Shri. P.K. Jain, DGM (WTR) and Secretary, ITSA, MP Chapter in his address highlighted that 80% ITS officers are ready to take absorption n in BSNL if their demands, i.e. IDA pension revision, up gradation of BSNL Board and ensuring viability of BSNL. are resolved. He also mentioned that it is most painful to hear that there are like Britishers in BSNL and unwantedly working in BSNL. He appealed the Executives & Non- Executives to support their demands. Com.GS, President, OS (West) apprised in detail the status of All India issues, i.e.finalisation of Group ?A? RRs, MTRRs, DPCs in STS & Group ?B? grades of various disciplines, recasting of seniority list of TES Gr. ?B? officers on settlement of 1966 SDEs (Telecom.) reversion case, settle of AAO pay scale, withdrawal of ACP of PA/PSs and JTOs (Civil), notional fixation of in implementing the revised upgraded pay scales, creation of PPs posts upto SAG level in field units, as per new common RRS, all the pay scales in BSNL for PA/PS should be uniform including Corporate office whereas only in Corporate office the same scale of Pay equivalent to Sr. SDE/Sr. SDE had been implemented with effect. From 01.01.1996 , implementation of new IDA pay scales after issuance of Presidential Directive from DOT by February end. They discussed in detail the issues related to viability of BSNL mainly Absorption of ITS officers in BSNL which is affecting the growth of BSNL because the ITS officers are working under uncertainty. Com. GS, President mentioned that ITS officers dominated Administration in DOT & BSNL, never allowed JTOs even to have two regular promotions in their entire career in DOT and the same situation they want to continue in BSNL too. It is the most frustrating situation. They mentioned that they are not against any cadre but deputation to BSNL should end and Company should be lead by its own Executives. They appealed all the Executives & Non ? Executives for attitudinal change and mind set to make the customers delighted. They also called upon the Executives & Non-Executives for making the Joint Forum Agitational Programme a complete success like 11 the July, 2007. Com, H.M. Bajpayee, Circle President extended Vote of Thanks.Com. Parwez Khan, ACS compared the Programme. The Host Branch, Jabalpur Telecom. District Branch Secretary, Com. M.Y. Khan and Branch President Com. T.N. Pandey and other Branch Executives? untiring efforts made the Conference a Grand Success. The Open Session continued for five hours. I.e. from 17.00 hours to 22.00 hours. The house was reassembled at 1130 hours.Treassurer report was presented by circle treasurer Comd.T.R.Jain. Treasurer report was passed by voice vote. Circle President Dissolve the present committee & asked the house to nominate returning officer to conduct fresh election.Comd.S.Ramakrishnan DGM Finance was unanimously named for the job. The Election of the body was very smooth & unanimous. Only for the post of ACS & CWC Member nomination was received for more then the post. For the post of CWC election was held & Sh. R.B.Banke & Kalash Nayak were declared elected. Oath to the new office bearers was administrated by the returning officer .Conference was concluded with National Anthem.
