This book picks up the story of a man named Justin from the Black City of Nylan on Recluce. Justin is a Black Engineer, one of those who use their Order talent to order-strengthen steel into chaos-retardant black steel; common items turned to black steel are rocket lauchers and casings, swords, and items used for Reclucian steam ships (turbines, etc). When the Chaos-ruled Empire of Fairhaven threatens the country of Sarronyn, one of the last bastions of the Legend, the Sarronese ask "the mighty Recluce" for help. Recluce sends a couple squads of Black marines, a few Engineers (including Justin), and a weather wizard (Justin's brother Gunnar), but they are not enough. Justin flees southwest towards Naclos, the Great Forest, and its Druids. In Naclos, Justin is forced to choose whether to live the lie of following pure Order, beleiving it is pure good, or to try to find the necessary Balance of Order and Chaos in nature and in himself, which could destroy him.
