A Comprehensive Drug Policy
If we think we are consuming too much sugar or tobacco or cannabis or whatever, we could charge a fee to those who devote their land to producing these things. They would produce less. The price would go up. We would buy less.
If we are offended by drug use, we could charge a fine to anyone who does it in public. Private behavior would be unregulated, according to libertarian principles.
