French Caldwell has a long history of public service and extraordinary contributions. With 21 years of naval service, and many years of community activism, French projects initiative and cheerful enthusiasm.
Not just French, but the entire Caldwell family is very active in community service. French and Patricia Caldwell have been successfully and happily married for over 25 years. They live in Bethesda with their four children, Elizabeth, 24, Lee, 19, Randolph, 16, and Joseph, 13. Through Girl Scouts, Boy Scouts, church activities, and local clubs, French, Patty, and the Caldwell children all contribute much time and effort to making the community a better place.
French is an enthusiastic and motivational volunteer youth leader, and is very active, along with the rest of his family, in Boy Scouts and Girl Scouts. He was the National Capitol Area chairman for Boy Scout volunteer C&O canal restoration efforts. He has led several other environmental clean-up projects, including Scout support of the Westmoreland Garden Club’s annual clean-ups of Little Falls Creek and the National Zoo’s Earth Day exhibits. He was also a volunteer in the 1997 Presidential Inauguration. Additionally, he is the Bethesda-Chevy Chase area chairman of the annual Scouting for Food campaign which each November collects over ten tons of donated food for Montgomery County food banks.
A retired Navy Commander and submarine officer, French received numerous awards and decorations for undersea missions during the Cold War. He earned his submarine command qualifications with service on a ballistic missile submarine and two fast attack submarines.
Prior to his retirement from the Navy in 1994, French was Special Projects Officer for the Secretary of the Navy. He led Department of the Navy wide projects, drafted, edited, and verified key reports to the President and the Congress, edited Department of the Navy strategic documents, and prepared congressional testimony for the Secretary of the Navy.
In federal government French served from 1994 to 1995 as the Special and International Projects Director for the Commission on Roles and Missions of the Armed Forces. There he directed projects on reengineering defense organizations, joint forces strategy and development, and experiences of other nations in seeking efficiencies through changes in government management strategies.
Today, French is Vice President of Gartner.
French has a Bachelors of Science in Oceanography from the United States Naval Academy and a Masters of Arts in International Studies from Old Dominion University. He is an adjunct fellow at the Center for Strategic and International Studies and an alumnus of The Brookings Institution’s federal executive fellows program. He also earned a degree from the Naval War College.
French is a prolific writer. Besides his book Arctic Leverage, his works have appeared in the Economist, Armed Forces Journal International, Proceedings, Sea Power and several newspapers.
