any body out their know what you have to do to buy dynamite, plastic explosives, nitroglycerine, and blasting caps?
i read an article on the front page of the monday jan 31, 2000 arizona republic and suspect its legal for anybody to buy and use the stuff. it said arizona does not regulate those who use explosives or require blasters to be licensed.
this is the only stuff i could find on explosives in title 13, and title 27 of the arizona revised statues
ARS 13-3101-3 defines explosives as dynamite, nitroglycerine, plastic explosives, ... it also says gunpowder is an explosive EXECPT when its used in ammunition.
it doesnt list blasting caps or the ammonia nitrate / diseil oil slurry explosive.
ARS 13-3101-6 says the only people who are NOT allowed to possess explosives are crazy people, convicted felons, people doing time in jail (wonder why?), and people on probation.
and the only major thing it prohibits you from doing is storing more then 50 pounds of explosives in your bedroom if you live in a city (ARS 13-3103-1)
in ARS 27-321 thru 323 covers sellers of explosives.
about the only things it says is the seller of explosives has to keep a record of people it sells explosives too. and the seller had to date and label the explosives.
sellers of explosives also have to let the state mining inspecter inspect the explosives anytime he/she wants to.
i also checked out the federal laws which i found in 18-841.
it didnt seem like either arizona or federal law made it illegal for anyone execpt crazys and convicted felons to buy explosives.
while arizona chapter 31 on guns and explosives (in title 13) had a number of prohibitions on what minors are not allowed to do with guns, i couldnt find anywhere where minors were prohibited from using explosives.
am i wrong? can anybody walk into the local explosive store and buy a few sticks of dynamite including my sisters 13 year old kid?
if its legal i would like to buy some plastic explosives and have some fun getting rid of tree stumps on some land i have up by prescott.
