PASSPORT PROGRAM 2000

To All Competent Micronations:
From: Eslonian Department of Foreign Affairs

Through the present communication, we inform you of our intended passport program.  The Republic of Eslo has had a significant increase in citizen population.  Therefore, we have approved the following passport program and kindly request that all micronations receiving this document give their consent.

The NEW PASSPORT PROGRAM of The Republic of Eslo has the prime objective of facilitating the travel and valid identification of Eslonian citizens among micronations.  Eslo has established diplomatic relations with quite a few micronations, others are still to come. 

The NPP for micronations that HAVE ESTABLISHED DIPLOMATIC TIES WITH ESLO goes as follows:

1) Eslo does not require a visa of entry for citizens of these micronations that travel to Eslo for tourist or business purposes.  In the event that this micronation decides to send an accredited diplomat to Eslo, a diplomatic visa will be issued as credentials are presented.
Eslo will only require a valid passport from the citizen.  In the event that your micronation does not issue passports, we will ask for a document that accredits them as citizens of your micronation.  This document should include an authorized signature from your government. 
2) We ask that you not require a visa for Eslonian citizens wishing to travel to your country.   A valid Eslonian passport should serve as valid identification for entry.  Should your micronation have a migratory policy that requires a visa being issued for all foreigners, we ask that you facilitate one through the proper means established by your micronation. 
If any of these micronations wishes to have the guidelines to recognizing an Eslonian passport, they may request a free copy of the document to the Department of Foreign Affairs.
3) Your citizens will only require a visa if they are citizens of more than two other micronations,
besides yours.  

For those MICRONATIONS THAT HAVE NOT ESTABLISHED DIPLOMATIC TIES WITH ESLO, the NPP goes as follows:

1) Eslo will issue visas in all you citizen’s passports that wish to travel to Eslo under tourist means.  For the expedition of an Eslonian visa to these citizens, we will require guidelines from your micronation’s government in order to recognize an authentic passport.  However, should your micronation wish to avoid Eslonian visas from being issued within your passports, citizens may send their EXPIRED macronational passport.  This should be accompanied by written permission from the bearer, giving us consent to paste our visa on the expired passport. 
Also, we will always recognize a United Nations Passport or World Service Authority Passport.  Visas are not required for any person that has the valid passport. 
2) We ask that your micronation issue visas in Eslonian passports.  Should your micronation decide that it will not do so, we request that you issue visas in expired macronational passports in the name of Eslonian citizens.   For micronations willing to admit Eslonian citizens to their country without a visa, we recommend that you consider establishing diplomatic relations with the Republic of Eslo, therefore giving your citizens better travelling commodities as well.
3) As for now, all citizens of your micronation require a visa if they chose to use their current micronational passport for entry to Eslo.  However, the citizen must present a document that accredits them as a citizen of your micronation if they choose to obtain entry through an expired macronational passport, which does not require a visa in order to receive the entry stamp.
4) Eslo is open to negotiations regarding this agreement.  There are modifications that can be made in the particular case of a singular micronation.  If you wish to give your consent to the NPP, but do not agree with one or more terms of the above stated, you may send you comments to the Eslonian Department of Foreign Affairs.  We consider that modifications can be made in the event that you wish to make them.  If your micronation considers this as an inconvenience, we ask that you let us know by stating your reasons.  Eslo may then decide to make a particular passport program for your singular micronation. 

We hope that the NPP will be approved by all of the recipient micronations.  If not, please remember that any person, weather a citizen of a micronation or not, may present their expired macronational passport and be admitted. 
Whatever the case may be, The Republic of Eslo requests that you contact one of our embassies or our Department of Foreign Affairs with a message that confirms that you have received this communication.
Also, please remember that we are open to negotiations regarding new diplomatic relations.  We invite your micronation to engage in this dialog if you so desire.
