| OFFICIAL STATEMENT MADE BY HIS ROYAL HIGHNESS JOSE IZZAGUERRA ANNOUNCING A NEW ESLONIAN POLICY ON THE ESTABLISHMENT OF DUAL CITIZENSHIP TREATIES WITH OTHER EPHEMERAL STATES |
| OFFICIAL STATEMENT Ever since 1995, the Government of Eslo has held a policy of zero tolerance for public service employees wo are citizens of other micronations. Nevertheless, legislation has allowed for our nation to sign DUAL CITIZENSHIP TREATIES with other micronations. The common characteristic of these treaties has been that no citizen can be in a federal government position in either state signatory to the treaty. This has symbolized an important aspect of Eslonian politics. We have not been, and will never be, opening our doors to those individuals who are citizens of numerous micronations. According to studies conducted by this Government, the genuine interest of individuals that are citizens of four or five nations is nearly nothing. What this does to each of those nations is aweful to say the least. Needless to say, the security threat posed by these indivuduals is great to the entire government. As these individuals have been known to work, they operate as paple figures and double agents. Eslo has never tolerated such individuals and has served arrest warrants and held trials for their detention. (Tony Chou, 2000-2001) More recent studies show that there are more and more active indivuduals in micronations serving as independent citizens rather than government employees. This growing community is seen by the Government of Eslo as the NGO and business community, vital to the functioning of any state. These are the types of individuals that Eslo can accept from other nations. Scholars and micronationalists that are motivated to make a difference are all part of a target group of people that Eslo will soon be working to have as citizens. The main criteria for negotiating the treatis will remain the same. No federal government employee of either state may receive dual citizenship. Nevertheless, Eslo is open to municipal and regional authorities functioning in Eslo as private citizens. Of course, private citizens of both nations will immediately receive benefits from both governments. The opportunity of signing a Dual Citizenship Treaty with Eslo is seen as valuable by the vast majority of nations, as Eslo is one of the most advantageious nations to belong to. (Real life legal, consular assitance, macro-projects, learning opportunities, networking, etc...). Governments in the micronational community will be selected from a list under the direction of the Department of Foreign Affairs. Also, governments that consider themselves as eligible and interested in this matter can contact the Department of Foreign Affairs and begin negotiations automatically under last year's FOREIGN INTERESTS RECOGNITION ACT. The community is growing, and it is Eslo's interest to maintain safety, dignity, and peace within our borders. At the same time, it is a goal of this administration to open its doors to people with good intentions. Certainly, there is a complex screening process involved on our side every time a citizen wishes dual citizenship. Some mechanisms have already been put in place, considering that the nations we will be negotiating with have enjoyed excellent diplomatic relations with us. The consultative groups and contact meetings will simply pass to have a new function regarding the investigation of individuals that want to claim dual citizenship. It is the Government of Eslo's pleasure to announce that negotiations will begin in early August with two nations, and expand from that point. Undoubtedly, this new approach to citizen recruitment will be fruitful for all parties involved. |
