INTERNATIONAL PAPER rules for Four Lakes Reserve may change each year. "All hunters, regardless of age, must follow the same harvest guidelines. HUNT ONLY ON YOUR OWN LEASE. The following rules are for the 2001-2002 season. 1. DUCK HUNTING: Duck hunting is not allowed on any of the four lakes, unless your lease specifically states so. The only clubs/individuals with duck hunting privileges on any of the four lakes are 30-06 Hunting Club, Inc. (East Caney Lake, also know as South Pond), Lower Arkansas Wildlife Endeavors, Inc. (Locust Lake and West Caney Lake, also known as North Pond and Middle Pond), and Don Phillips, who leases duck hunting on Covington Lake. 2. MEMBERSHIPS: Limit memberships to no more than a member per 50 acres. A member per 75-150 acres works better for a Quality Deer Managment Program. 3. SPOTLIGHTS: Club members and guests may not shine spotlights at night any time of the year, except on their own lease area. Do not have a firearm with you while shining, and don't shine on, from or across roads open to the public. 4. DASH CARDS: Dash cards must bear the member's name and club's name, and dash cards must be displayed on the dash of a member's vehicle while on the Reserve. Members and guests must carry written permission while on the area and willingly show such permission to anyone who asks to see it while on the Reserve. Members may ask recreationists to show written permission for access while on Four Lakes Reserve. 5. GUESTS: Guests must be accompanied by a lease member, and the member is responsible for actions of the guest. 6. DEER STANDS: Stands must not obstruct "any" road or fire lane, and must be placed past the ditch. Stands must be untied or unbuckled from trees March through August. Hunting or shooting across graveled roads is not allowed on "no hunting" roads. Stands "must not" be located within 50 yards of a "no hunting" road or where a view down a "no hunting" road is possible. Guns shall be unloaded on these roads. 7. DEER HARVEST GUIDELINES: Bucks: The maximum numer of bucks (including male fawns) that a club may harves is a buck per 150 acres. * All hunters, regardless of age, will follow the same harvest guidelines. * All bucks harvested must have at least four points on one anlter "and" 12 inches of inside spread (antlers wider than ears). Fawns: TRY AND PROTECT ALL FAWNS OF BOTH SEXES. Doe: Clubs were given doe harvest goals at the Annual Meeting March 10. Try to obtain your goal, plus or minus 20 percent. Try to take older does and protect female fawns. Club doe goals are based on soil productivity, so do your best to obtain your goal without exceeding it more than 20 percent. The reduced doe harvest the last two years has increased the herd. Let's not undo what you have worked so hard to develope. Not taking enough does is worse than taking to many. 8. TURKEYS: The turkey bag limit is the same as the Arkansas Game & Fish Commission regulations. We encourage protection of Jakes, because gobblers msut usually be two years old or more to be effective breeders. A carryover will also give something to harvest during seasons following poor hatches. It will take a long time to recover from two poor hatch years in a row. "Protect Jakes to keep enough breeders." 9. BIOLOGICAL DATA: Record biological data for all harvested "deer and turkeys" according to data collection instructions in one of the two do-it-yourself weighing stations (Turner Road at Cotton Belt Tram and Stout Tram at Gains Landing). This includes a jawbone for "every" harvested deer. 10. DOGS: Dogs may not run loose on Four Lakes Reserve during the months of March through September. Dogs may not be used during firearm deer season's, "except" dogs kept on a leash may be used to recover wounded deer. Squirrels may be hunted with dogs after the last muzzeloader deer season. 11. FISHING: People who have a hunting lease in Four Lakes Reserve and their accompanied guests may fish the four lakes; however, this is subject to change. NOVEMBER 15 THROUGH JANUARY, FISHING IS ALLOWED ONLY BY DUCK LEASE MEMBERS WHO LEASE DUCK HUNTING ON THE POND/LAKE THEY ARE FISHING (see rule #1). Size Limits for West Caney Lake (also known locally as Middle Pond): Bass: Release all bass shorter than 12" May keep four bass 12" to 14" Release all bass 14" to 18" May keep one bass longer than 18" Crappie: 10" minimum, state limit Bream: State regulations 12. GATES: Help keep gates closed and locked, and do not make paths around road closures or gates. Going around gates or taking locks is "grounds for expulsion". Loggers may be authorized to leave specific gates open until night. Otherwise, gates will usually be locked when no logging is present. Please report to International Paper any gate that is open when gates should be kept locked. Also report any missing locks. Call (870) 231-1126 and leave a message. 13. ALL LAWS AND REGULATIONS MUST BE FOLLOWED! NOTE: Clubs will monitor compliance with these trules and correct any violations by their members or guests. |
