The Octet Rule applies to every element, with NO exceptions.
ELEMENTS HAVE TWO CONFIGURATIONS 
One called an environmental configuration and the other a basic configuration.

Environmental conditions create PAIRED electron movement between energy levels.

EXAMPLE -- HOLMIUM. 135 This elements has an Environmental  configuration of 1+2(2-8-18-
29-8-2.
The introduction of a catalyst,  moves this configuration BACK to  the  basic configuration. 1+2(2-8-18-
18-18-3.
This results in a Charge of 3 and the desire to combine with a charge of 5.
