We can improve the level of instruction by making teachers accountable for their achievements.

This contrasts with the existing situation. W have been trying to use standardized tests as a means for whipping teachers into a frenzy of teaching. Those fearsome examinations have been the excuse for firing teachers who don't meet the standards set by over-aspiring principals who wants to prove that they run high-level schools.

This "whip" stresses an achievement of pre-determined goals, and teachers are forced to teach for a test. That may help determine standards and demonstrate achievement. However, it is certainly not a positive way to help students love the material or to absorb things in the best way. The frenzy to achieve high grades on standardized tests prevents the teacher from presenting material in a caring, loving, and educational manner. Instead he force-feeds students to absorb masses of information and to regurgitate it in a manner that is acceptable to those who mark the standardized tests.

It removes the ability of the teacher to perform his best educationally, and it causes children to hate the subjects, especially those in which they are forced to use rote memorization in order to succeed on tests. Some students don't want to simply succeed in tests. They want to be educated. Those students lose in the end, and we have discouraged potential educators from performing their skills in the best possible way.

Yes, we call it education, because it satisfies those who prepare the standardized tests.
