People from the United States may be disappointed with the libraries that are available in Israel.
However, an effort has been made to compensate for this situation. The Israel Book Exchange provides a resource for exchanging books among Israelis at no charge except for postage.
That resource is based on the fact that many Israelis do have respectable home libraries. This "virtual library" promotes the circulation of the books that are now collecting dust in private homes throughout Israel. It is not the same as a large public or institutional library abroad, but it is certainly a major step in the right direction.
Some people from abroad may want to donate a limited number of very high-interest books to the Israel Book Exchange. The moderator of the group will allocate a limited number of shelves to the project.
