By now, you should realize that we believe that it is good to discuss issues.

However, there are precious few things in the world that have no exceptions. This is also the case with discussions.

Sometimes the other side may refuse to discuss issues in a serious manner.

Until he (or they) feels differently, it may not be wise to have a discussion with them. A discussion requires both sides to relate to the issues in good faith, with a desire to resolve the issues.

Of course, you can force or coerce somebody to talk. However, that wouldn't be a discussion. It would be an interrogation. If your discussion partners speak about things against their will, then you will not accomplish your goals.

Can you can convince or persuade people to discuss things? Yes, in some caes, a good psychologist may be able to help a person change his mind. However, under other circumstances, it makes little sense to discuss things with an intransigent partner.
