Sometimes you can just wait until bad things pass, עד יעבור זעם, and then you'll get your way.
A new person who does not get along with you may take over a senior position in your establishment. A problematic neighbor may move in. If you can, then it may be a good idea to wait until they leave.
This option does not always work. You do not know whether they will stay in that position (or that home) for a long time. You may want to act now, in order to remove their problematic behavior right away.
