Of course there people who are interesting and others who are boring. However, that's a generalization. Most people do not fit completely into one category or the other.

How interesting or how boring a person is can vary based on several factors.

First of all there is the persona that they accept. They may want to show others how interesting they are because they are on a date or because they are teaching or at a job interview, in which case they may want to increase their usual level of interest.

On the other hand, somebody who is bored with you may try to show that they are boring in order to make you stop talking to them or stop showing an interest in them. They may actually want you to go away.

You, on the other hand, can increase or decrease a person's interest or bore them. Obviously, if they are bored with you they will show it, especially if they do not have manners. People with manners might show that they are interested even if they aren't.

Businessmen or salesmen might show that they are interested in you just to get your business. They couldn't really care less. It's on the same level as the sales people who at the end of the sale say thank you, have a good day, come again, when they don't really mean it. It's just their way of talking. It's the way they were trained.

A good way to make somebody more interesting is to show interest in them. Find something about them that will turn them on, will make them them want to speak. That usually means talking about themselves, and watch how they suddenly perk up and they suddenly become more interesting.

Granted, within this range some people will be able to become more interesting and some less interesting. However, there is a great deal that can be done to improve the situation with many people.

A teacher may be able to elicit information or even be able to improve the behavior or performance of a child by showing interest in that child.
