Xieng Khouang's attacks, even though they, the old leaders, ordered the
attacks.
The new
propose alliance will take effect at least late of this year or early next year
and will carry out decisive plans with lightning strike. However, if the new
leaders in overseas do not accept the new merger plans and/or the striking
plans, they may maintain plans as directed by leaders in Vientiane. They are very confident that their
operational plans and the people will quickly throw in their support.
The leaked
out news said the new leader overseas ordered the groups to target specifically
the foreign troops and foreign military personnel.
