Batman and Robin take the Batboat back to the dock where the Batmobile is. They make a call to the Pentagon to inquire about any submarines that have been sold recently. They find out that a pre-atomic war surplus submarine was purchased by a Mr. PN Guin. If that isn't enough, when Batman asks if the man left an address, the Pentagon told him "no." Just after hanging up the phone, a missle is fired from the submarine and writes a message. After seeing what the missle has written in the sky, Batman has no doubt that all four criminals are working together.

The criminals devise a trap to get Batman out of the way. They send Catwoman as Miss Kitka to Bruce Wayne, with a piece of paper that has a riddle on it, implying that she would be in danger. Bruce Wayne decides to stay with her for the rest of the night. They head back to her apartment and start talking. Robin, who is monitoring everything that's going on between Miss Kitka and Batman decides to turn off the monitor in the Batmobile because "it is the decent thing to do." Riddler, Penguin, and the Joker ride on jet-umbrellas to the apartment and jump through the window. After a short fight (Bruce is easily outnumbered), Wayne is taken back to the villain's hideout where a trap would await Batman when he tried to rescue Bruce Wayne. Robin didn't realize anything was wrong until they saw the umbrellas up in the sky. After finding out Bruce Wayne had been kidnapped, he returned to the Batcave.

Kitka shows Bruce Wayne the paper with the riddle on it. Riddler tells everyone to descend onto the balcony of the penthouse.


Back at the hideout, the Joker puts the finishing touches on his jack-in-the-box, a trap for Batman that would launch him up through the window, into the sea, where an exploding octopus would be. When Bruce Wayne wakes up and realizes where he is, he demands to see Miss Kitka. After talking for several minutes (Bruce knowing the villains are listening to every word he says via a microphone in the room), he tells Miss Kitka that there is a transmitter up his sleeve and for her to get it. After hearing this, the villains dash into the room and escort him into the main part of the hideout. They untie his hands looking for the transmitter. Bruce, his hands now free of the rope, is able to throw a few punches at the villains. While they are fighting, one of the Penguin's henchmen is catapulted by the jack-in-the-box onto the exploding octopus. During all the confusion, Bruce escapes by jumping out of the window into the ocean water below.

After escaping, Bruce Wayne heads back to Wayne Manor. He explains to Robin what had happened and puts his costume on. He and Robin return to the tavern, only to find the villains are no longer there. They have left something behind..a bomb that could explode any minute! Batman runs all over trying to dispose of the bomb, but there is always something in his path. At the last second, Batman throws the bomb and hides behind a stack of metal poles. Robin runs over to see if he's OK. Meanwhile, the Penguin (disguised as Commodore Shmidlapp) shows up. Batman and Robin have suspicions that he is not who he says he is and take him back to the Batcave to further examine his identity. The Penguin takes five vials with dehydrated henchmen in them and rehydrates them using a faucet in the Batcave. He accidentally uses "heavy water" to rehydrate them. On the slightest impact, the henchmen are turned into anti-matter. Batman and Robin pretend Commodore Shmidlapp was under hypnosis and hadn't realized what he was doing. They take him back to the docks. On the way, Batman fakes the Batmobile malfunctioning, and pulls to a stop. The Penguin gases Batman and Robin and takes off in the Batmobile. Our heroes, having taken anti-Penguin Gas Pills, quickly get up and jump into the Batcycle hidden in bushes nearby. They ride to the airport to board the Batcopter, where they can track the Batmobile.

Batman tries to get rid of the bomb he found in the hideout. Penguin rehydrates the goons that he snuck into the Batcave.
