In order for many people to be married, they must first obtain a
Bishop's Act of Dispensation. Some of the reasons are as follows.
1. The person has been previously married(divorced).
2. The person has not been Baptised.
3. The person is not a member of a Church.
4. The person is of a faith that is not Christian.
5. And a host of other reasons.


I am of the beleif, that if two persons are legally able to be married; then the Church should not prevent this. When a church makes it almost impossible to marry a second time, this is wrong. To make a couple live in sin is very wrong. A Church should be understanding as Christ Jesus is understanding. The Church must be forgiving in it's nature, as is our Christ. Love and Marriage between two people should always be encouraged, and not discouraged. Many may say I am open minded. But I say I am forgiving, and loving as it is taught in my Bible. To say a couple's children shall live in sin for an eternity is very wrong. There must be an easier way for two people to be married, and still live in the sight of God. This we feel we have brought about.


Is it hard to receive a Bishop's Act of Dispensation. In some cases YES, depending on where you apply. Can any Consecrated Bishop provide a Certificate of Dispensation. YES. Pope John Paul recently stated...." the Orthodox are our Brothers in Christ". Is it hard to receive an Act of Dispensation from you, Bishop Louis? NO, it is not. If you feel or know you need this, I will issue it to you. I will record it in my Book of Official Acts of the Diocese, and it will be a permanent church record forever.


There is no set fee for the Certificate of Dispensation. But I would ask that you donate a sum of $100 minimum to the Diocese of Houston. This can be used in many ways to help our Diocese. I shall leave the amount for you to decide what it is worth.
All you must do to receive the Certificate of Dispensation is send a detailed letter explaining the circumstances why you need this. I will pray over the matter, and shortly send this Certificate of Dispensation to you. If you are in Houston, you can receive it on the same day you apply. If you plan to get married in Houston, I would be honored to perform this Holy Sacrement for you.
