Synopsis
In the sprawling metropolis of Suburbiaville, the merchants of good and evil are fairly and evenly matched, and daily life transpires under the watchful eyes of balance. That is, until the day Dr. Milo Medlo, evil genius and supervillain extraordinaire, robs a uranium processing plant and meets Holly, the receptionist. Dr. Medlo unwittingly drops his wallet as he makes good his escape from the plant, and Holly tracks him down to his basement bedroom/laboratory to return the wallet. She asks Dr. Medlo on a date, and finally convinced she won’t turn him in to the police, he accepts. His doting mother, Millicent Medlo, is ecstatic, as Dr. Medlo has not had a girlfriend in many years, if ever.
Dr. Medlo and Holly fall into a comfortable routine, and all seems to be going well. Their dates mainly consist of watching movies of Holly’s choice, which Dr. Medlo then returns to the video store. However, his romantic well-being comes at the expense of his professional evil-doing. Dr. Medlo’s loyal henchman, Hank, confronts him about his lack of interest in his job. "We’re mere numbers away from ruling the world!" Hank exhorts Dr. Medlo. But the evil doctor refuses to pay more attention to dastardly deeds and less attention to Holly, and Hank leaves, bewildered and angry.
Hank arranges a meeting with Suburbiaville’s two highest-ranking superheroes, Justice Kitten and her sidekick Little Liberty. Both dress the part, with Justice Kitten in form-fitting lycra/spandex and kitten ears and tail, and Little Liberty in an ill-fitting Statue of Liberty costume. Normally the sides of good and evil would only meet on the battlefield in their officially sanctioned "Good vs. Evil" matches, but Dr. Medlo’s refusal to practice evil anymore is threatening to put both good- and evil-doers alike on the unemployment line. The three hatch a plan to break up Dr. Medlo and Holly, thus returning the attention of Suburbiaville’s supreme evil genius to his work, and restoring the delicate balance of good and evil (and ensuring continued employment for the city’s many heroes and villains).
Hank takes Dr. Medlo to their old hangout, the Secret Hideout Bar. It is here that Suburbiaville’s evil-doers can congregate and sing karaoke. Little Liberty and Justice Kitten are in the bar on this night, disguised poorly as a waitress and a bad girl, respectively. Their hope is to remind Dr. Medlo of the good old days, and kickstart his desire to do evil once more. However, their plan is derailed when Dr. Medlo runs into an old cohort, Luvah Boi, the once-evil R&B singer. He is now a broken man. It seems that a woman has ruined Luvah Boi’s career, and through a flashback we discover that the woman, known as Ivy to Luvah Boi, is in fact Holly, Dr. Medlo’s current flame. Hank realizes this, but Dr. Medlo can only empathize with Luvah Boi, until he realizes that he needs to return a videotape for Holly before midnight.
Little Liberty and Justice Kitten have left the bar and are waiting for Hank at the agreed upon location, a public park. Justice Kitten teases Little Liberty that she has a crush on Hank. Little Liberty is embarrassed, but doesn’t deny it. Just then they catch sight of Dr. Medlo cutting across the park to the video store. Justice Kitten follows the doctor while Little Liberty returns to the bar for Hank.
Justice Kitten tails Dr. Medlo a little too closely and is spotted. He does not recognize her for the superhero she is, until she accidentally reveals her identity. Dr. Medlo doesn’t care and heads for home, leaving Justice Kitten feeling a little rejected. It’s clear that even though they are like oil and water, she is attracted to Dr. Medlo--and she doesn’t like the fact that there’s another woman out there who has more than she has.
Back at the park, Little Liberty and Hank are regrouping. There are some uncomfortable moments where it seems they might give in and kiss, until they realize that a Good-Evil relationship between them would never work. Little Liberty solves their problem: "So, I guess we’ll have to have a purely physical relationship, eh?"
A few days later, Holly and Dr. Medlo are sitting in his bedroom/laboratory, when he finally snaps and yells at her. He’s tired of always watching her movies, and he has been doing some thinking since Hank took him out a few nights ago. He wants to introduce Holly to things he likes to do, like terrorizing government organizations. Holly is irate, believing that she should be the only hobby he needs. He disagrees, fearfully but firmly, and she storms out. After she’s gone, Dr. Medlo breaks down in devestation.
Being without Holly proves to be too much to bear, so Dr. Medlo schedules a couples counseling session. Unfortunately for Dr. Medlo, Holly does not come, but she is ably replaced by Mrs. Medlo. Little Liberty, disguised as the counselor, is miffed by this. Suddenly, Holly bursts into the room. "I couldn’t bear to be without you!" she exclaims. Once again the plan has unraveled for Hank, Justice Kitten and Little Liberty. To make matters worse, Justice Kitten is now truly smitten with Dr. Medlo.
Hank, too, realizes that living without Dr. Medlo in his life is bad, but living without Little Liberty is worse. He goes to her apartment to tell her, but instead he is greeted with a sheaf of police reports and legal documents. Little Liberty has been researching Holly, and has discovered that, in fact, she is the greatest evil genius of all. She has been traveling the country, marrying evil geniuses and causing them to lose their will to do evil, thus ultimately leaving her as the sole purveyor of evil in the world! They decide that they must save Dr. Medlo from this even greater evil.
At the Medlo house, they find a note and discover that Dr. Medlo plans on proposing to Holly at the karaoke bar tonight. So Hank, Justice Kitten, Little Liberty and Mrs. Medlo rush down to the Secret Hideout Bar intent on stopping the proposal. At the bar, Luvah Boi spots Holly, who he knows as Ivy. He confronts her, and her cover is blown. The gang, good and evil, surround Holly. This is it. Holly taunts them, revealing her plans in the process. However, she goes too far when she insults Mrs. Medlo. Like lightning, Mrs. Medlo punches out Holly. The group is stunned, until she reveals that she, too, used to be a supervillain back before Dr. Medlo was born. Justice Kitten kisses Dr. Medlo, and is finally convinced that she does not really love him.
At last, the balance is restored and life is back to normal for the good and evil denizens of Suburbiaville. The first "Good vs. Evil" match in weeks is played, and the announcers comment on the combatants, including evil’s new less-than-secret weapon, Mrs. Medlo. But it is the antics of two players, Hank and Little Liberty, which have the announcers confused. Little Liberty has caught Hank and will not let go. She raises her arm and they wonder if she is going to hit him with some new secret weapon. Suddenly she turns to the broadcast booth and hurls something in their direction. The announcers duck as a wedding bouquet smashes the glass and lands on their desk.
