The Falcon is Carl Burgess, a "brilliant young Assistant District Attorney." As the image here shows, he's "Assistant District Attorney by day, dreaded enemy of criminals by night." No origin was given for him, and no explanation for his costume or crime-fighting is ever provided. It's just a given.

The Falcon has no powers, although he seems to glide around a good bit, and he is a very good brawler.
