Dick Jones is the Phantom Reporter. He's got quite the heroic package: "ex-All American fullback, ex-collegiate boxing, wrestling, fencing champ! By Day, cub reporter...by night, relentless scourge of the Underworld." He also has another identity: Van Engen, millionaire, which is where he gets the money he needs to operate as a costumed scourge of the Underworld.
That's about it for the Phantom Reporter, really; he's got no powers, was never given an origin, and is in every way a standard square-jawed Golden Age hero, although his costume--blue jacket, fedora, red cape, and a glowing red domino mask--doesn't look bad.
Note: As you can tell from my increasingly cursory descriptions, we're now in the Timely Doldrums: boring characters about whom there's just not much to say, so I'm not saying much about them. Things won't get really interesting until the Rs, I'm sorry to say.
