| "Philiopa Celestial Power!": Sandra raises her locket and shouts this to transform into Sailor Philiopa. The locket turns into beatiful light-blue sparks that float out her hand and circle her throughout the transformation. She blinks once and spins thrice. She then gracefully stretches both arms to her side. The Philiopan Symbol appears on her chest and changes into to the bow on her chest. Then the rest of her leotard appears. After which her miniskirt appears almost instantly. She crosses her arms over her chest and her gloves and shoes appear simultaneously. She then uses her right hand to hold up her bangs, and then her tiara appears with the light blue emerald stone in the centre. She now stands as Sailor Philiopa in her sky blue and white Sailor suit and yellow bows with her left hand on her waist and her feet about a metre apart. (Click here to see her pose. | Philiopa Aqua Blast!: Sailor Philiopa holds her hands in front of her. A ball of water the size of a basketball forms in front of her. She pointed her right hand to her side, with the ball of water staying in front of the hand. She spins twice and says: "Philiopa Aqua Blast!" She points her hand at her enemy and the ball of water turnes into a stream that knocks her enemy down, giving her a chance to use a stronger attack. |
| Philiopa Aqua Immersion!: Sailor Philiopa makes a tight fist above her head. Light-blue rays of light come from between her fingers. She twirls quickly and opens her hand and a ball of light-blue energy emerges, quickly growing to the size of a basketball. She points her hand at her enemy and the energy-ball blasts at her enemy weakening it. (This attack is stronger than the Philiopa Aqua Blast.) |
| Philiopa Scepter Devastation!: Sailor Philiopa spins the Philiopan sceptre in her hands as she twirls twice. She stops abruptly in a ballet-like pose. She now says: "Philiopa Scepter Devastation!" and points the sceptre at her enemy, destroying it. |

| Celestial Sailor Philiopa Transformation She hold up her Celestial locket (which has the Philiopan Crystal in the centre) and shouts "Philiopa Celestial Crystal Power!" The locket turns into a thin ring of light that stays around her until throughout the transformation. She smiles and twirls twice. Her bow appears, then her collar, then the rest of her leotard appears. She twirls slowly and gracefully with her arms out while her blue gloves appear. She moves her right hand over right leg (not exactly touching it) and then her boots appeared. Her mini-skirt appears a few seconds after as she moves her right hand to her hair. She hold her bangs up as the Philiopan symbol appears on her forehead. It disappears and it is replaced by her tiara. She now stands as Celestial Sailor Philiopa, in her slightly different foku/uniform with her right hand on her waist and her legs about a meter apart. Click here to get see her post-transformation pose. Powers "Cumulonimbus Aqua Splash!" : She puts her hands together, then she pulls them apart till they're half a foot apart. A white cloud-like ball grows slowly until it is the size of a beachball. It floats up and then turns to a ball of water. Then a ring of light-blue energy appears around the ball so that it resembles the planet Philiopa. She then points at her enemy and the ball rushes to attack. "Philiopa celestial Sceptre Annihilate!": Her Celestial Sceptre glows and she twirls slowly, spinning the scepter lika a baton. The locket quickly glows brighter and brighter, then she points the sceptre and blasts a thick yellow beam of light at her enemy. |
