Taken from GDW’s NATO Combat Vehicle Handbook, Going Home, and RDF Sourcebook. GDW did not give a war history for French forces other than a brief introductory in RDF Sourcebook, so I have filled in blanks as best I can.  I have also noted any military units that are not listed in T2K.

 

 

France

 

 

Recent History: According to GDW France survived the Twilight War intact and came to dominate post war Europe and the world, becoming the power that we all love or hate in 2300AD.  However a map in GDW’s Going Home clearly has the French city of Lille and some Belgian cities damaged, so obviously the German and Dutch air forces bombed the crap out of northern France and Belgium (conventionally) in retaliation for the French occupation of Germany and Dutch territory west of the Rhine River.  Other than that there has been surprisingly little written about France in the Twilight War, other than the fact that it formed the Franco-Belgian Union in 1998, occupied German and Dutch territory and created the Dead Zone in territory west of the Rhine, and seems to have growing influence in Africa and the Middle East.

 

Government: The French government is still in firm control of France and all of her territories (now including Belgium and Senegal), and with a fully intact armed forces and the expansion of the Gendarmes legal powers and size due to the war, it probably has more power than it ever had. Although by no means a military dictatorship, the French government has been allowed to expand its powers of arrest and control over public services in the interest of the security of the French state.  So far the French population has accepted this as the French government has maintained most essential services (power, hospitals, mail, public transport, telephone, police and refuge collection etc) remarkably well, and has even maintained television and radio services.  However, the Gendarmes have heavily repressed food and civil rights rioting in refugee camps and in inner city areas, and has had trouble with gangs and organised crime throughout the country.  The French government is also paranoid about saboteurs operating in France. German and Dutch commandos and agents have caused considerable damage, and it is known that Soviet agents are trying to cause trouble with pro-communist elements of the French population.    

 

Population: The war has had a minimal effect on the French population, and since the union with Belgium (and possibly Senegal) and the influx of millions of refugees, the French population is actually larger than before the war (60-70 million). Other than Lille and some Belgian cities which were heavily damaged by German and Dutch air strikes, the populations of French cities are probably the same as pre-war levels.

 

Industry & Economy: The French economy has undoubtedly been affected by the worldwide nuclear war and the collapse of world trade. However compared to most of the rest of the world conditions in France and its territories are a remarkably good. With the exception of some damage from air strikes in northern France and Belgium, the war has not physically affected France to any degree. Production of agricultural products and processed foods is at an all time high given France’s very large agricultural resources. Electricity is also widely available as France is far less reliant on fossil fuels than most developed nations, due to the huge French nuclear power industry. The French arms industry has also been boosted by the war, and produces new arms and ammunition, and spare parts for French forces.  The public transport system (both rail and bus) is also still running fairly efficiently, but the collapse of the world’s oil industry and trading network has led to fuel rationing for civilian owned vehicles and some shortages in French industry. France has little oil resources but still has a fully functional oil refining industry, and the French government has sent the FAR to the Persian Gulf to secure a steady supply of oil from the Middle East.

 

 

Armed Forces:

 

France has the most powerful armed forces in the world in T2K. All of France’s three armed services have survived the war intact and are still relatively close to pre-war levels. In addition Belgian and Senegalese units are also under French command in 2000. France’s orbital communication satellite network and Earth based relay stations have also survived the war as have the Helios orbital spy satellites, which give French forces a global communications and intelligence capability. The ESA space launch facility at Kourou in French Guiana is still fully functional, and is guarded by a regiment of Foreign Legion troops.  In T2K France never used its nuclear weapons, and now is the world’s largest nuclear power, although most of its nuclear systems are held in storage. French naval and air forces are also fully operational in 2000. The French Navy operates a balanced fleet of aircraft carriers, escorts, submarines, amphibious ships, minesweepers, patrol craft and naval aircraft, although it has lost some ships and aircraft in action against German and Dutch forces in the North Sea and Atlantic Ocean. The French Air Force is now the largest in the world, and has absorbed Belgian and Senegalese aircraft. It lost quite a few combat aircraft during the occupation of German and Dutch territory in 1998 and 1999, and although even French avgas reserves are limited in 2000, it could easily deploy over 100 combat jets in addition to a full spectrum of support aircraft. Many more combat aircraft are also held in storage, and the French aerospace industry can supply parts, new equipment and weapons as needed.  France easily deployed a force of 48 combat jets and support aircraft to the Persian Gulf to ensure that future French oil supplies from the region will continue. 

 

In 2000 the French Army is focused on three tasks. Defending the French (and Belgian) border against hostile forces and hoards of refugees, supporting overseas territories and allies, and protecting the vital overseas interests of France.  France has successfully enforced the Dead Zone, and occupied German and Dutch territory has largely been cleared of hostile forces and the refugee crisis has now become manageable, but it has taken the resources of much of the French Army (and all of the Belgian) to do so.  The French have successfully defended French overseas territories, mainly due to the relative isolation and the lack of a significant hostile threat to such territories. However they have over extended themselves as basing forces in the Pacific and across Africa have caused logistical and financial problems, while questions have been raised about the logic and strategic sense of basing French forces in remote and economically backward nations (Senegal and Djibouti is an exception). Also France has embroiled itself in a potentially dangerous civil war in Canada by politically and militarily supporting the rebellious province of Quebec against a NATO country bordering the United States. The French have also made their future intensions in the Persian Gulf obvious by sending a large and well equipped force to the Middle East. The control of the remaining oil resources are high on the French government’s agenda, as they will be vital in rebuilding Europe and the world in the years following the end of the war.  However both the US and the Soviets have retained considerable military forces in the Persian Gulf region (both at least a match for the FAR), and so far have shown no sign of withdrawing them at any time soon. This issue may become the principle focus of French diplomacy and military prowess in the near future.

 

 

Tanks: The new French LeClerc tank was starting to replace the AMX-30 tank at the start of the Twilight War. By 2000 the LeClerc had not completely replaced the AMX-30, but it is the tank of choice for front line units in Europe as German and Dutch forces use the powerful Leopard 2. The AMX-30B2 and baseline AMX-30’s are still widely used and many have been taken out of storage and put back in service, while Belgian Army units use the Leopard 1A5. France retains over 100 tanks of all types in storage, and also has many captured Leopard 2’s, Leopard 1’s, M48A5’s, T-55’s, and T-72’s tanks.

 

AFV:  French forces use the AMX-10P infantry fighting vehicle and many variants of the VAB wheeled personnel carrier, while the Belgian use the M113. Smaller quantities of Buffalo, Vextra 25, VBX-170, VCR and older AMX VCI and M3 are also used. In addition many more vehicles are held in storage as are captured types such as the AIFV, BMP-1, BMP-2, Marder, BDX, YP-408, Condor, Fuchs, and UR-416.  French recon and cavalry units use the AMX-10RC, the ERC-90, the VAB/HOT and many variants of the VBL, while the Belgians use the Scorpion, Scimitars and Striker.  Older AMX-13, AML-90, AML-60/12 and AML-60/20’s are also used and held in storage, as are captured Luchs, Lynx, and Wiesel’s.

 

Artillery:  French forces use the M-993 MLRS and the Pluton tactical nuclear missile (now in storage) for corps level artillery. Standard SP artillery is the GCT 155mm howitzer and the M109 155mm howitzer (in Belgian units), while some older F3 SP-155mm howitzers are held in storage. French and Belgian forces also use towed 155mm and 105mm howitzers and towed 120mm mortars. Air defence units use long ranged I-Hawk and Crotale SAM’s, short ranged Roland II SAM’s, and AMX-30D2 and Gepard SPAAG.   

 

Engineer: French engineer units use the AMX-30D ARV, the LeClerc ARV, the AMX-30AVLB, and the AMX-30 EBG.  Lighter engineer vehicles based on the chassis of the AMX-10 and AMX-13 light tanks and the M113 APC are also used or held in storage, as are many wheeled vehicles and conversions of civilian vehicles.

 

Infantry Support Weapons:  French forces use Milan and HOT anti-tank missiles, and the Eryx and Apilas short ranged urban warfare missiles, while the Belgians use TOW missiles. The standard mortar used by French and Belgian infantry is the 81mm mortar. French forces also use towed 20mm AA guns and man portable Mistral SAM’s, and no doubt have also captured quite a few German and Dutch systems.

 

Aircraft: The French use Gazelle (20mm/rocket, and HOT equipped) helicopters in the ground attack and anti-tank role, and small numbers of new Tiger anti-tank helicopters which were beginning to enter service at the start of the war.  RDF Sourcebook also has French forces equipped with armed Dauphins (Panthers) in Saudi Arabia. The standard French transport helicopter is the Super Puma, while Allouette and Ecureils are also used. France has grounded many helicopters due to avgas shortages but has nearly 100 of all types in storage.

 

 

1st FRENCH ARMY

 

The 1st French Army is HQ at Strasbourg in Alsace. GDW did not give a listing of its assets, but it administers the so called Dead Zone in lands west of the Rhine in Germany and the Netherlands, and directly controls the French I, II and III Corps, as well as the Belgian Army.

 

 

46th Infantry Regiment

This unit is not listed in T2K. It is assigned to the 1st French Army and was originally part of the now disbanded French Berlin Brigade. The 49th was airlifted out of Berlin along with the rest of the brigade when NATO forces crossed the inter-German border. All vehicles were left behind in the airlift from Berlin, but the regiment was refitted on arrival in France and now performs security duties in the Colmar area in Haute-Rhin

13th Regiment de Dragoon Parachutistes

This unit is not listed in T2K. This regiment is a 1st Army asset and has seen a lot of action in the German Rhineland. It was withdrawn to Dieuze in Lorraine near the German border for rest and refit.

11th Regiment de Chasseurs metropolitains

This unit is not listed in T2K. The regiment is assigned to the 1st French Army and was originally part of the now disbanded French Berlin Brigade. 402nd/403rd Artillery Regiment

This unit is not listed in T2K. It is an air defence unit formed from the 402nd and 403rd regiments, which were amalgamated due to war attrition and the lack of aircraft flying in 2000. Some personnel were transferred to other units and the regiment provides air defence for the French north-east, although most of its surviving weapons are now held in storage. It is based at Chaumont in Haute-Marne and is now largely used for security duties.

1st Regiment de Genie

This unit is not listed in T2K. It is a combat engineer unit based in Strasbourg with the 1st French Army. Many combat engineer vehicles from other regiment have been assigned to the 1st Regiment to form a pool of engineer equipment for the 1st Army and its corps.

I Corps

 

I Corps is HQ in the city of Metz. It has six divisions and numerous corps assets under its command located across France and in the Dead Zone.

 

 

1st Armoured Division

The 1st Division was based in Germany prior to the war at Trier in Rheinland-Pfalz. NATO CVH has the 1st Belgian Line Infantry Regiment attached to it, and the division has seen continuous action against German forces since the French occupation in January 1998.

The 4th Division is based at Nancy in Lorraine. It was sent into Germany in January 1998 to enforce the French occupation of the Dead Zone. At the end of 1999 it was badly mauled by German forces and partisans near Mainz, loosing many vehicles, and has since been withdrawn to Nancy for rest and refit.

7th Armoured Division

The 7th Division is based at Besancon in Franche-Comte near the Swiss border.  The 7th Division has had a fairly quite war based well away from the German border, although vehicles and artillery from this unit have been reassigned to other units in the Dead Zone.

12th Light Armoured Division

The 12th Division took part in the occupation of the German Rhineland in 1998. It was recently withdrawn from the front to rest and refit, and is currently based at Saumur in Maine-et-Loire, on the Loire River in Western France. It is currently engaged in security duties but is still attached to I Corps.

14th Light Armoured Division

Although attached to I Corps, the 14th is based in the Mediterranean city of Montpellier in Herault in the south of France. It has had a very quite war and is used for security along the French Mediterranean coast.

4th Airmobile Division

Although actually part of the FAR in real life, NATO CVH has it as part of I Corps. It is the French Army’s primary airmobile reaction force against any armed incursion from Germany or the Netherlands.  Although shortages in avgas and parts have grounded many helicopters, the 4th can still muster at least 23 helicopters and is based at Nancy in Lorraine.

27th Alpine Division

Based at Grenoble in the French Alps, the 27th has had a quite time guarding the Swiss and Italian frontiers.  The 27th has largely reverted to its original role as a light mountain infantry unit as most of its vehicles and aviation assets have been assigned to other units.

A small number of Pluton’s is held with the regiment at Suippes in Marne, with other launchers held in reserve at an undisclosed location in central France.

Many helicopters have been grounded due to shortages in avgas and parts, but the 11th can still quickly muster 8 operational helicopters with more held in reserve.

4th Regiment d’Helicopteres de Combat

The 4th was also starting to reequip with the new Tiger helicopter when the war broke out, and operates 4 Tigers, with a few others in storage.

II Corps

 

II Corps was a German based formation HQ in Baden-Baden, in Baden-Wurttemberg, although NATO CVH has moved it further north to Cologne in Nordrhein-Westfalen. II Corps has three divisions and numerous corps assets under its command, mostly based in Germany supporting the French occupation of the Dead Zone.

 

 

3rd Armoured Division

This unit was based in Germany prior to the war at Freiburg Im Bresigau in Baden-Wurttemberg. NATO CVH has it based further north to Aachen in Nordrhein-Westfalen, near the Dutch-German border. This unit has seen a lot of action and has taken losses against German and Dutch forces in the Dead Zone, being part of the original French occupation force since 1998.

This regiment is a II Corp asset, and was formed from the amalgamation of the 32nd and 74th regiments who both operated Pluton nuclear missiles.  The unit is currently located in Suippes in Marne alongside the 3rd/15th Regiment d’Artillerie. The units is used for security duties as most of its personnel have been transferred to other units, and its Pluton missiles are in storage in an undisclosed location in central France.

This unit is not listed in T2K. The 2nd is based in Trier and operates closely with the 12th Group-ment in the Dead Zone. Its transport helicopters have been transferred to other units and it is used as an attack force and actively patrols the Rhine and Mosel river valleys, and territory between Cologne and Trier.

III Corps

 

III Corps is based at Lille in Nord near the Belgian border, and is responsible for the French occupation of the Netherlands south of the Rhine, and has seen some heavy fighting. III Corps has four Divisions and numerous corps assets under its command, and also controls two Belgian divisions and all other Belgian forces now under French command. 

 

 

2nd Armoured Division

The 2nd acted as a spearhead in the occupation of Dutch territory south of the Rhine in 1998 and took heavy casualties. It was withdrawn to Brussels for rest and refit, and according to Going Home now has two Belgian units attached to it, the 1st Belgian Guides and the 3rd Belgian Chasseur Regiment.

17th Armoured Division

This division is listed as part of the III Corps in Going Home, although it’s not in NATO CVH or is there any listing of it in the real world. The 6th Light Armoured Division was based in Nimes in the south of France as part of the FAR, but NATO CVH has is based in Antwerp in T2K and attached to III Corps. It took part in the occupation of Dutch territory south of the Rhine in 1998, seizing control of territory as far north as Holland’s Diep, including the bridges and dykes in the southern Dutch polder territories. It took heavy casualties and was withdrawn to Antwerp for rest and refit.

The FAR is France’s rapid deployment force, and is now the symbol of French military presence in the Middle East. Like CENTCOM, FAR is a unified command, and French Army forces are supported by a naval squadron and a powerful air force.  Although most of its forces are based in the Persian Gulf region or in France, a sizeable force in also based in the East African state of Djibouti.

Indian Ocean Regional Command

 

This is one of the smallest French commands, with only one marine infantry regiment assigned to it.  It is based at Reunion but is responsible for French interests in the Indian Ocean, including the islands of Mayotte, Comoros, Mauritius and Madagascar. Gendarme and French air and naval assets in the region are also under its control, and it is in regular contact with French forces in West Africa and FAR forces in the Middle East.

According to NATO CVH this is the French garrison for the French island of Reunion in the Indian Ocean, and is also responsible for the security of the island of Mayotte and other French interests in the Indian Ocean. West African Regional Command

 

A small command with a large area of responsibility, the West African Regional Command is largely a security force, sent by France to bolster the stability of allied African nations. It has kept local regimes in power and rebel forces far from the political centres of these nations, while Senegal has sent part of its own army to fight with French forces in Europe and the Middle East. The West African Regional Command keeps in regular contact with France, and is well supported from mainland France with regular supplies of weapons, ammunitions and stores.

Quebec Regional Command

 

The French government recognised the Republic of Quebec when it declared its independence from Canada in 1998, and has supported the Quebec rebels with supplies and weapons. In 2000 France sent military forces to Quebec and Labrador, largely to deter resurgent Canadian Federal and US Milgov forces from over running Quebec. The French island of Saint Pierre et Miquelon off the coast of Newfoundland is used as a staging base for the insertion of French forces into Quebec, as its functional airport can handle French Air Force transports.  French forces are based along the Saint Lawrence River and in parts of Labrador, and are generally based well away from the front lines with Federal forces as French units have been instructed not to engage Canadian, US or other NATO forces unless attacked.     

 

 

2nd Dragoon Regiment

This unit is not listed in T2K. This regiment is part of the 2nd Armoured Division and was transferred to Quebec by ship in 2000. It is based at Trois Rivieres on the Saint Lawrence River and has been in a few skirmishes with Federal Canadian forces. Its presence in the area has been a notable reason why Federal forces from the Eastern Command have not progressed further north into Quebec.

Regional Forces

There are currently six military regional defence forces located across France, plus the 152nd Infantry Division. The military regions are actively supported by local Gendarme forces.

 

 

1st Military Region

The 1st Military region covers the French capital of Paris and its environs. It is tasked with defending Paris but has not seen any combat. However it has been used for riot control duties in the slums of Paris, and has a visible presence is the Paris streets and is used for security duties around government buildings and key installations.

2nd Military Region

The 2nd Military Region is based in Lille and is tasked with the home defence of north eastern France. Although it is a home defence unit, in reality it works very closely with the III Corps.

3rd Military Region

The 3rd Military Region is based at Rennes in Ille-et-Vilaine in western France. It has had a very quite war and is tasked with security duties and the home defence of the Brittany and Normandy regions

4th Military Region

The 4th Military Region is based at Bordeaux in south west of France. It has had a very quite war and is tasked with security duties and the home defence of Aquitaine and the Pyrenees regions.

5th Military Region

The 5th Military Region is based at Lyon on the Rhone River. It is tasked with the home defence of France’s second largest city, and the south eastern region facing the Italian and Swiss borders.

Tanks: 7 (7x AMX-30)

AFV: 33 (8x AML-90, 2x AML-60/12, 6x AML-60/20, 17x M3)

Artillery: (1x Roland II SAM, 3x towed 155mm howitzers, 9x towed 120mm mortars)

 

6th Military Region

The 6th Military Region is based in Metz and is tasked with defence of north eastern France. In reality it actively supports both I and II Corps, and is mainly used for light security duties behind the front lines.

152nd Infantry Division

The 152nd Division is used for guarding France’s nuclear assets. It is based in the Mediterranean city of Montpelier but most of the division is dispersed in cantonments at undisclosed locations in the Massif Central guarding French nuclear weapons.
