Japan's Ministry of Edcuation, Culture, Sports, Science and Technology (MEXT) is considering a policy that formally recommends jyuku to students applying for high school and college. Kenji Kosaka, the Minister of MEXT, wants the review of jyuku to be as objective as possible. Because many of his cabinet members attended jyuku themselves, he is reluctant to have the review of these cram schools done internally. Instead, he has hired you, an outside consultant, to formally assess the benefits and drawbacks associated with jyuku and make a recommendation to MEXT. Mr. Kosaka is expecting a letter from you at the end of the week summarizing your findings and advising MEXT to pursue or table a policy that formally recommends jyuku for students entering high school and college. |
