A seasoned financial and program analyst with thirty-six  years of experience including international consulting, management, supervision, cost engineering, program development, training, and FEMA Public Assistance. I am an expert in the use of Excel, Word, PowerPoint and MS-Project.

Public Assistance Specialist (Contractor), Federal Emergency Management Agency (FEMA), AECOM International Development Co., New Orleans, Louisiana, 2006-2008.

 

In Iowa I worked with 11 applicants preparing project worksheets. This included developing the damage assessments, preparing and estimating the scopes of work. During this assignment in prepared 70 project worksehhts.

 

Working with FEMA and the public schools my team performed damage assessments in 128 schools throughout the City of New Orleans. I prepared and managed over 120 Project Worksheets (PW’s) and worked with the applicant to develop correct scopes of work for funding under the Stafford Act. and Des Moines, Iowa, 2008.

 

Local Governance Specialist (Contractor), FEMA, AECOM International Development Co., Lake Charles, Louisiana, 2006.

 

On this Long-term Recovery Plan (ESF-14) assignment I was the team’s local governance specialist and also worked as the Public Safety element’s coordinator.

1-Institutional Development Specialist, DFID, Enterplan Ltd, Basra, Iraq. 2004


Responsible for assisting local official in developing management skills and assisting them in obtaining respouces to enhance service delivery in the four southern governorates of Iraq. I was also responsible for researching and writing a description of local government organisation and budgeting for the Basra Governorate.


2-Local Governance Financial Advisor, USAID, RTI International, Basra, Iraq. 2003-2004.

 

Responsible for assisting local officials in developing meaningful budgets and liaison between the municipal officials and the Coalition Provisional Authority in identifying needs and developing solutions.

 

3-Municipal Financial Advisor, World Bank/Development Bank of Southern Africa, GRM International, Port Elizabeth, South Africa. 2003.

 

Responsible for guiding the development of municipal operating and capital budgets in conformance with new national government statutes. The goal is to demonstrate how well the local authority is using national treasury grants in improving the social and economic conditions of the metropolitan area’s poorest residents. 

 

4-Senior Financial Consultant, USAID, PADCO, Inc. Kyiv, Ukraine. 2002.

 

Responsible for analysis, review and validation of public utilities financial models and budgets for a USAID sponsored project in Kyiv and two provincial cities in Ukraine. The result was validation of the models and completion of the task within the contracted period.

 

5-Interim Finance & Administration Manager, USAID, Metcalf & Eddy, Gaza Strip. 2001 to 2002.

 

Responsible for managing the financial and administrative affairs of a USAID contract in Southwest Asia. My major accomplishments during this tenure were to perform complete Cost-at-Completion evaluations and manage the business affairs of the company in Gaza. Supervised a staff of six.

 

6-Tariff and Financial Planning Specialist, Chemonics International, Alexandria, Egypt. 1999 to 2001.      

                                    

Assisted the Alexandria General Organization for Sanitary Drainage (AGOSD) on a USAID-funded institutional support and strengthening project. Responsibilities included development of a tariff and financial model to determine economic rates and technical assistance with long-term utility financial management.

Senior Analyst CIP Budgets & Project Manager, Facilities Services, 1997-1999.

Supervised the Water Department’s capital budgeting process, Prepared the capital  budget ($1.0 billion/5 years) and performed the project control functions supporting the project managers. Supervised a staff of six.

 

Operations & Special Projects Analyst and Contracts Administrator, 1995-1997.

Performed special studies seeking better ways of doing business. Administered agreements between the City of San Diego and other water agencies. Promoted. 

 

Rate Analyst, City Manager’s Office, 1993-1994.

 

Responsible for building a financial model with a rolling 20-year horizon to be used in planning future expenditures and revenue stream for the City of San Diego’s Municipal and Metropolitan sewer systems.

Other duties included preparation of official statements, billing contracting agencies, assessing the impact of proposed revenue sources and working with contracting agencies to develop equitable cost sharing for capital projects.

 

Pre-1993 I worked primarily as a Financial Analyst in the Aerospace industry in the United States.
