This view from the east side of the compound area shows the staging area. The stagging area is about half the area of the inner prisoner compound (see #1 below). Notice that here too, there is double fencing between the two compound areas. Also notable is the fenced causeway gate into the prisoner holding area (#2 below).
The whole compound area roughly covers the area of about 3 footfall fields. It is not exactly a large facility for holding a substantial population, a likely secnario for its use would be a 'regional' processing center where detainees could be held for a few days before being moved to a larger facility. But it could be manned & made operational enough to be used within a few hours during an alert, and probrably fully operational within 72-96 hours with semi-permanant mobile support buildings in place instead of tents and fully staffed.
I don't know how often mainatinance is performed on this infrastructure to keep it useable, but it appears to be fairly well kept. So it must be fairly important.
