"This year alone
we're going to lose something like 7,000 teachers due to the retirement program, and that doesn't even count those that move away," said Maureen Dinnen, president of the Florida Education Association.  "We always have over 50,000 new students, and sometimes it goes over 70,000," Ms. Dinnen said. "If we're always getting new students, you've got to do something about attracting new teachers."

"The vouchers are a red herring," said United States Representative Kendrick Meek, Democrat of Miami, who as a state senator last year led the coalition calling for the class-size limits.

The decision to go digital and the determination of how that can best be accomplished is an issue of local control.  Each district must determine what is best for its students.  Several school districts within the State are moving in the direction of a "paperless classroom."  Miami-Dade, for example, has made great strides as a district to do so by requiring textbook publishers to provide content digitally.

JACKSONVILLE · Florida needs to hire 20,000 more teachers before August because of the class size amendment, a growing number of students and teacher retirements and transfers, the state Board of Education heard Tuesday.

The number could be affected by how the Legislature deals with the class size amendment, but education officials think 5,000 to 7,000 new teachers will be needed to meet its requirement of reducing the number of students by two in each classroom in the next school year.

On top of that,
about 15,000 teachers will be needed just to handle Florida's growing population and the number of teachers retiring or resigning, said Bill Edmonds, a spokesman for the Board of Education.

"Those are the challenges ahead of us. They are coming very quickly. Next August will be here before we know it," said Jim Horne, the state's education commissioner.

The board decided to hold a workshop within the month on the recruiting of a corps of new teachers.

"It is a critical issue," Horne said.

Horne said the state's universities are producing about 4,000 teachers each year, and only about 3,500 of those stay in the state.

"Clearly, there are not enough in the pipeline," Horne said.

Another way would be to recruit more teachers from out of state, board chairman Phil Handy said.

"If we can't find it one way, we have to find it another way," Handy said.

Horne said it used to be easy to recruit teachers from other states, but now there is fierce competition for quality teachers.

"There is an interstate war trying to recruit people back and forth," Horne said. "It is going to become increasingly difficult to just go over state lines and recruit teachers."

One of the ways Florida is trying to deal with the shortage is with a program called alternative certification.

Under the program, people with a bachelor's degree can go through a certification process to allow them to teach that subject, Horne said.

Despite the efforts, Horne said he thinks some of the larger school districts such as in Miami-Dade and Broward counties will have difficulty bringing in enough new teachers.

"They face a huge and daunting task to be able to staff their schools next August," Horne said.

During the meeting, T. Willard Fair of Miami, the board's vice chairman, said he thought the class size amendment was a bad law that needed to be repealed.

Horne said he couldn't comment on whether the amendment should be repealed.

"I believe it is all about teaching and teachers. I hope we don't lose sight of this and get into costly compliance and not get anything for it," he said.

There will be pressure, Horne said, to lower standards for new teachers to have enough people to fill classrooms next fall.

"I don't think we have any interest in lowering quality when the research is really clear that the quality of teaching in the classroom makes the biggest difference in academic achievement."

The board approved a monitoring plan for students who are kept in third grade because they fail to meet reading standards. It also approved guidelines for reviewing charter school appeals.

GENERAL INFORMATION
Certification testing requirements are described in Section 231.17(2), F.S. Most educators must pass the Florida Teacher Certification Examination (FTCE) as one of the requirements for their first five-year Florida Professional Certificate. Upon evaluation of the application for a teaching certificate, qualified educators may be issued a Temporary Certificate while testing and performance requirements are being completed for the five-year Professional Certificate.
Type of degree/non-degree status and the date of application for certification determine which tests must be passed. Non-degreed vocational applicants need to meet certification requirements as determined by their local school district.
