"In many other cities, street artists do not require a permit to entertain and collect money for their work.  Why not allow artists to place a mat on the ground and sell art?"

I support allowing street artists to work in designated  parks and along designated sidewalks in Broward County without requiring a permit.

As an experiment, how about designating the north side of Riverwalk, fromThe Hyde Park Market to the Railroad bridge, including the area in front of Riverfront Mall, a "Street Artist Designated Area"?
