Who is this Green Mystery Man?

Have any of you ever seen this man? Doesn't he seem like a mystery man because he never plays a part in the episode but he is in a lot.If you see this man in an episode and it's not here please end me mail telling me where it is and what episode it's in here

Here are two picture of him in Cartman's Mom is a Dirty Slut. In one picture he is hanging from the ceiling. In the other picture he is in the middle of the group in the background. Could this be Cartman's father. He looks pretty drunk to me.

In this picture he is behind Stan but you can't see him. If you look at the episode he is the only other person on the boat. What he is doing there I have no idea.
